About The Position

ShadowObjects, LLC is seeking a Senior Data Management Consultant to support the Deputy Assistant Secretary of the Navy for Procurement (DASN(P)). This role is responsible for leading enterprise-level data governance initiatives within a complex DoD environment. The ideal candidate will have demonstrated success in developing and implementing data governance programs, with deep expertise in data quality, metadata management, data architecture, and data lineage. This individual must also possess strong analytical and visualization skills, along with the ability to communicate effectively with senior and executive leadership.

Requirements

  • Active DoD Secret Clearance
  • Master’s degree in Information Management, Information Systems, or related field
  • 8+ years of experience in data governance and data management
  • Proven experience leading data governance initiatives in large, complex organizations
  • Experience delivering technical training and supporting change management initiatives
  • Strong knowledge of Federal and DoD data management policies and regulations
  • Experience leading data rationalization efforts, including identifying and eliminating redundant data collection and improving reporting efficiency

Responsibilities

  • Analyze Government requirements and existing data structures to develop and deliver a Department of the Navy (DON) Procurement Data Strategy and Data Governance Plan.
  • Establish and maintain foundational components of data strategy and governance, including a Data Stewardship Framework, Data Quality Framework, Conceptual Data Model, Canonical Data Model & Master Data Dictionary, Data Flow Diagrams (DFDs) & Lineage, and an Enterprise Data Catalog.
  • Design, develop, and implement data governance frameworks, policies, and procedures.
  • Align governance initiatives with organizational goals and regulatory requirements.
  • Collaborate across the Department of the Navy acquisition community to drive governance adoption.
  • Prepare and facilitate governance meetings, including agendas, documentation, and follow-up actions.
  • Partner with Legal, Compliance, Risk, and Audit teams to ensure regulatory alignment.
  • Work with Technology leadership to support implementation of governance standards.
  • Develop and deliver executive-level briefings on governance program performance and strategy.
  • Conduct advanced analysis to support decision-making and long-term planning.
  • Establish and track metrics to measure governance effectiveness and value.
  • Lead data lineage and metadata management initiatives.
  • Promote enterprise adoption of governance standards and best practices.
  • Ensure consistency, traceability, and integrity across data systems.
  • Support prioritization of DASN(P) data governance initiatives.
  • Develop and expand governance capabilities to meet evolving organizational needs.
