Eagle One Solutions, Inc., a Chenega Professional Services’ company, is looking for a Senior Management Consultant to provide strategic business advice and full life-cycle acquisition support to a key Federal client to ensure the agency efficiently achieves its mission objectives through the use of Information Technology. Our client relies heavily on the availability of Information Technology (IT) systems and infrastructure to serve its mission around the globe. The Diplomatic Technology (DT) division delivers the necessary tools to enable individuals at headquarters and in the field to focus on completing the Agency mission. This individual shall provide support, guidance and training to Contracting Officer Representatives (CORs), Project Managers and DT management. He/she will ensure programs align with overall DT program and business objectives and have clear quantitative and qualitative outcome measures for success. They will seek to improve the DT’s ability to deliver a high performing portfolio of IT business services by implementing a cost accounting framework, establishing a program and portfolio review process, and developing business processes and procedures to ensure sustainability. Works closely with DT Contracting Officers (COs) and Contract Specialists regarding the planning and administration of program requirements. Requirements

Minimum of a Bachelor’s degree in Business Administration, Finance, Mathematics, IT, or another relevant discipline
Minimum of 8 years’ experience in a similar role supporting a federal agency required.
Must have demonstrated experience with large project management.
Knowledge of program control and financial analysis
Knowledge of, and experience with, contracts management
Possesses a blend of IT expertise with business skills/financial analysis skills
Must have demonstrated experience with large project management.
Ability to manage large budgets.
Demonstrated strong interpersonal, collaboration, and organizational skills
Knowledge of, and previous experience within, the federal sector.
Knowledge of, and previous experience with, federal IT acquisitions and services.

Nice To Haves

Master’s degree and PMP preferred.

Responsibilities

Establish a multi-dimensional cost accounting framework capable of capturing, aggregating, and reporting Information Technology (IT) infrastructure and business services cost data in a variety of views to support analysis and decision making by multiple stakeholder communities:
Provide credible and supportable data that can be reconciled to the Agency’s system of record
Create a structure that can be practicably sustained
Enable dynamic reporting capabilities to successfully respond to ad hoc reporting requests
Develop and implement a standard program review process that improves executive stakeholder visibility into the intersection of cost and service level achievement, enabling improved portfolio management that will result in higher performing business services
Assist in the response to various studies and reporting requirements that require collection and analysis of projected and actual contract expenditures, including quarterly submissions of the “Cost of Internal Use Software” reports and“Cost Savings Achieved Through E-Government and Line of Business Initiatives” reports required by OMB Memorandum 06-22
Assist CORs to develop an estimate of accrued expenditures on a quarterly basis
Assist CORs in monitoring the financial status of contracts to ensure the level of funding is adequate (i.e., budget execution)
Assist CORs and DT contractors to set up and monitor Level of Effort, Funds and Man-hour Expenditure Reports in accordance with contract requirements
Report monthly project financial status updates to Project Managers and project management support staff
Assist CORs in preparing Statements of Work (SOW), Statements of Objectives (SOOs), proposal instructions, evaluation criteria, and other pre-award documents
Assist CORs in preparing Independent Government Cost Estimates (IGCEs)
Assist CORs in acquisition and assistance planning, and ensuring actions are entered and updated in the A&A Planning System
Collaborate with the DT General Acquisitions Bureau and assist CORs in conducting market research to identify capable contractors/recipients
Assist CORs in the monitoring of contractor performance including: developing, implementing, executing and managing Quality Assurance and Surveillance Plan (QASP) process
Provide Independent Validation and Verification of contractor performance
Assist CORs in receiving and inspecting completed services or supplies upon delivery and verifying that they meet the acceptance standards, including time of delivery, specified in the contract
Assist CORs in documenting any material deficiencies in the contractor’s performance and bringing them to the attention of the CO
Assist CORs as needed in the completion of past performance reviews in the Contractor Performance Assessment Report System (CPARS)
Assist CORs to establish and maintain required COR files and records
Facilitate the Source Selection Process for requested acquisitions
Assist DT Contracting Officers and Contract Specialists to provide acquisition-related briefings/presentations/training to CORs, Project Managers and DT management
Perform analysis and verification of solutions within the IT environment
Manage the process of balanced score card implementation; measure accurately and develop metrics
Map analytics back to critical project success factors/SSO (Statement of Objectives)
Other duties as assigned
