Requirements

  • A combination of education, training, and experience, generally equivalent to those typically possessed by a 4-year college graduate
  • 7+ years’ experience in cost controls/management
  • Professional experience in Project Management, Project Controls, and/or Construction Management, or equivalent experience
  • Professional experience using Microsoft software (e.g. Word, Excel, PowerPoint, and Visio) and SAP or similar Enterprise Resource Solutions application
  • Experience with Project Controls software (e.g. Project, Primavera and Contract Manager)

  • Utility construction, CA regulated, regulatory, and EPC experience

Responsibilities

  • You’ll develop and maintain project budgets/baselines, short- and long-term forecasts, and expenditure plans for assigned major and/or multi-year project(s) and/or programs.
  • You’ll aggregate, reconcile, and update budgets, forecasts, and spending plans according to jurisdiction splits, asset types, cost drivers, and funding sources.
  • You’ll develop and prepare routine and complex reports to help Project Managers and OU partners monitor, manage, and forecast costs (e.g., budget, actual, commitment, contingency, earned value, cost per unit, and cost impact analysis) for assigned major and/or multi-year project(s) and/or programs, and in response to internal or external data requests.
  • You’ll create and maintain a risk register and evaluate the level of contingency needed using appropriate methods (e.g., Monte Carlo analysis).
  • You’ll perform complex and detailed research, updates, and data gathering/analysis in areas of cost controls (e.g., budget, actual, commitment, contingency, earned value, cost per unit, and cost impact analysis).
  • You’ll prepare and present results, alternatives, and/or recommendations to support business decisions, manage project costs and schedules, and mitigate potential risks to major and/or multi-year project(s) and/or programs.
  • You’ll support change control and contract negotiation/claim management, including the implementation, analysis, and reporting of performance using SCE or industry metrics (e.g., earned value management).
  • You’ll collaborate with stakeholders and utilize applicable estimating, cost management, and/or scheduling knowledge, techniques, and tools to determine and communicate results (e.g., trends, variances, and cost impacts).
  • You’ll prepare project controls data request responses and work papers supporting corporate/OU governance (e.g., Business Oversight Team and Capital Review Team), internal/external audits, General Rate Cases, and pertinent regulatory filings.
  • You’ll assess customer needs and determine the recommended approach to resolve matters of significance by applying knowledge following prescribed procedures or determining which procedures to follow.
  • You’ll determine whether specified standards have been satisfied and provide training and mentorship in areas of expertise to develop future project controls professionals.
  • You’ll work as an individual contributor under direct supervision of a senior/lead project controls specialist or manager and/or according to approved policies, guidelines, and work instructions.
  • You’ll obtain and collaborate on data and information from various project stakeholders (e.g., project managers, functional managers, discipline leads, and team members) in a matrixed organizational structure, and you may temporarily lead an assignment or functional team for the duration of an assignment.
  • You’ll make day-to-day, routine decisions based on established company/department policies, guidelines, and work instructions; project controls and/or project management body of knowledge; and direction and/or guidance from your direct supervisor and project stakeholders.
  • You’ll execute all Project Controls activities described in the Essential Job Functions for assigned projects, programs, or areas of responsibility, develop and maintain strong working relationships, manage service levels with varying complexity, meet performance goals effectively and safely, demonstrate SCE’s values and guiding behaviors, and you will not have direct report or supervisory responsibilities.
