About The Position

Dominion Energy is seeking an experienced Senior Controls Specialist – Project Risk Manager to join their central project controls office, which supports the entire nuclear fleet. This role is responsible for overseeing risk management governance, procedures, and tools at the local level, standardizing processes across the fleet, and ensuring best practices are shared. The Specialist will lead the development and implementation of enterprise-level project risk management processes for nuclear construction and capital projects, establish a standardized fleet-wide approach to risk identification, analysis, mitigation, and reporting, and develop the end-to-end project risk management lifecycle. They will partner closely with Project Managers to ensure risks are identified and managed, maintain oversight of risk activities, serve as the central point of coordination for project risk reporting, and ensure consistent execution of risk processes. The Specialist will provide leadership visibility into aggregate risk exposure, identify and escalate significant project risks, and integrate project-level risk insights into enterprise risk considerations. They will also partner with project controls, finance, and operations teams to align risk management with planning, estimating, scheduling, and cost control processes, monitor project status, and support budget development through risk-informed analysis. Additionally, the Specialist will lead coordination with contractors and vendors on risk and controls matters. In essence, the Specialist will act as the subject matter expert for project risk management, providing guidance, training, and support, driving continuous improvement, and nurturing productive relationships with stakeholders.

  • In lieu of the preferred Bachelor's degree, a candidate may substitute a related Associate's degree and seven (7) or more years of work experience related to the fields of project management, risk management, or business administration
  • In lieu of the preferred Bachelor’s degree, a candidate may substitute a High School diploma/GED and nine (9) or more years of work experience related to the fields of project management, risk management, or business administration
  • Additional training or certifications to include the Project Management Professional (PMP)

Responsibilities

  • Lead the development, implementation, and governance of enterprise-level project risk management processes for nuclear construction and capital projects
  • Establish a standardized, fleet-wide approach to risk identification, analysis, mitigation, and reporting to ensure early visibility and proactive management of risks that may impact project cost, schedule, and performance
  • Develops the end-to-end project risk management lifecycle, including development and maintenance of risk analyses, risk registers, heat maps, and mitigation/contingency plans
  • Partner closely with Project Managers across all sites to ensure risks are identified early, clearly defined, and actively managed through the engagement of appropriate stakeholders, resources, and response strategies
  • Maintain oversight of risk activities throughout the full project lifecycle to ensure alignment with project objectives and timely escalation of emerging issues
  • Serve as the central point of coordination for project risk reporting within the Project Controls department, consolidating site-level inputs into a comprehensive, fleet-wide risk profile
  • Ensure consistent execution of risk processes across projects by establishing and enforcing governance frameworks, procedures, tools, and reporting standards
  • Provide leadership visibility into aggregate risk exposure, trends, and potential impacts, enabling informed, real-time decision-making at the executive level
  • Identify and escalate significant project risks to the enterprise risk review board to ensure appropriate awareness, evaluation, and adjudication of risks with broader organizational impact
  • Integrate project-level risk insights into enterprise risk considerations, supporting alignment with corporate risk appetite, regulatory expectations, and strategic objectives
  • Partner with project controls, finance, and operations teams to align risk management with planning, estimating, scheduling, and cost control processes
  • Monitor project status, risk exposure, and performance metrics to ensure projects remain on track and within approved budgets and timelines
  • Support the development and evaluation of capital and O&M budgets through integrated risk-informed analysis
  • Leads coordination with contractors, vendors, and internal stakeholders on risk and controls matters, ensuring alignment of expectations and execution across all parties.
  • Drive continuous improvement through the identification and sharing of lessons learned, best practices, and common risk patterns across the nuclear fleet to strengthen overall project performance and risk maturity.
