About The Position

We are seeking a Senior Construction Manager (NY PE) to serve as a dual-purpose leader responsible for both delivering complex heavy civil infrastructure projects and contributing to the continued growth of Bureau Veritas’ Resident Engineering & Inspection (REI) presence across the New York market. This position blends hands-on construction management, owner’s representative oversight, and client-facing engagement, with a dual focus on executing high-quality infrastructure delivery while supporting strategic market expansion efforts. Strong performance in the field is the foundation of the role, and client engagement builds on that credibility—not the other way around. The ideal candidate is a New York-licensed Professional Engineer (PE) with deep REI experience, strong credibility with public agencies, and the ability to operate effectively in both field execution and professional client-facing environments. A New Jersey PE license is highly desirable as the firm expands regional coverage. This is a fully on-site, long-term role overseeing major infrastructure projects including bridges, tunnels, heavy civil foundations, utilities, and transportation systems, while also supporting pursuit activities and helping strengthen Bureau Veritas’ positioning within the New York infrastructure market.

Requirements

  • Active Professional Engineer (PE) license in New York required
  • Bachelor’s degree in Civil, Mechanical, or related Engineering discipline
  • 8+ years of progressive experience in resident engineering, construction inspection, or heavy civil project management
  • Strong background in bridges, tunnels, foundations, utilities, and transportation infrastructure
  • Proven experience with agency-driven infrastructure projects in New York
  • Proficiency in Primavera P6, scheduling, budgeting, estimating, and forecasting
  • Experience with change orders, contract administration, and construction negotiations
  • Strong leadership, communication, and client-facing presence
  • Ability to work fully on-site and manage multiple concurrent priorities

Nice To Haves

  • New Jersey PE license highly preferred
  • CCM, PMP, or CWI certifications strongly preferred

Responsibilities

  • Serve as the owner’s representative and lead construction authority on active infrastructure projects
  • Oversee daily field operations, contractor performance, and construction execution
  • Ensure compliance with contract documents, drawings, specifications, codes, and agency standards
  • Conduct field inspections documenting progress, safety, quality, and compliance
  • Resolve field conditions, constructability issues, and design clarifications in real time
  • Coordinate across contractors, design teams, utilities, and public agencies
  • Maintain a visible and active presence in the field to ensure quality delivery and issue resolution
  • Manage project schedules using Primavera P6, including updates, progress tracking, and recovery planning
  • Monitor budgets, forecasts, and cost exposure throughout the project lifecycle
  • Review, negotiate, and support change order development and resolution
  • Maintain accurate daily, weekly, and monthly reporting and project documentation
  • Ensure compliance with safety, environmental, and regulatory requirements
  • Support risk management through proactive identification of schedule, cost, and constructability issues
  • Apply professional engineering judgment to construction and design challenges
  • Provide technical guidance and mentorship to junior engineers and field staff
  • Oversee inspection, testing, and quality assurance activities
  • Support constructability reviews and field-driven design resolution
  • Act as a liaison between the owner, contractors, and design teams
  • Ensure technical decisions align with agency standards and project goals
  • Build and maintain strong, long-term relationships with public-sector agencies and infrastructure owners
  • Serve as a credible technical representative of Bureau Veritas in meetings, job walks, and agency interactions
  • Participate in pre-bid meetings, technical briefings, and project interviews as a subject matter expert
  • Support pursuit strategy by contributing field insight, technical narratives, and delivery approach recommendations
  • Collaborate with business development and regional leadership on upcoming infrastructure opportunities and pipeline visibility
  • Assist in go/no-go discussions by providing real-world constructability, risk, and delivery perspective
  • Leverage successful project delivery to support repeat work, expanded scopes, and follow-on REI assignments
  • Identify emerging opportunities through active field engagement and ongoing agency interaction
  • Support development of pursuit materials including technical differentiators and past performance input
  • Represent Bureau Veritas in a way that reinforces trust, reliability, and technical excellence in the NY infrastructure market
