About The Position

MidPen Housing is a non-profit organization dedicated to developing affordable housing, providing professional property management, and coordinating support programs for residents. Founded in 1970, MidPen has a portfolio of over 130 properties serving 20,000 residents across 12 Northern California counties. The Senior Community Manager is responsible for the operational management of assigned property(ies) in alignment with MidPen Housing's administrative guidelines and policies. This role ensures the fiscal, physical, and social well-being of the community, proactively seeking solutions to site-specific challenges. The Senior Community Manager will develop and enforce operating procedures and Traffic Light Reports, and recommend policies that support MidPen's strategic goals, all while upholding the company's mission and core values.

Requirements

  • 3-5 years of affordable property management experience preferred.
  • Skilled in budgeting, variance reporting, problem-solving, and supervising diverse teams.
  • Knowledgeable in either HUD or tax credit, ADA, DFEH, and other regulatory guidelines; ARM/COS certifications preferred.
  • Strong verbal and written communication; maintains professionalism and sound judgment in all interactions.
  • Proficient in Microsoft Office and YARDI; able to work independently and manage multiple priorities.
  • Must have a valid Real Estate license, reliable insured vehicle, and meet MidPen’s driving requirements.
  • Physically able to perform office tasks and occasional lifting (up to 25 lbs)
  • High School diploma or GED
  • Two continuous years or more of property management experience, preferably in affordable housing, or four years of unrelated General Manager experience

Nice To Haves

  • ARM/COS certifications preferred.

Responsibilities

  • Oversee rent collection, leasing, certifications, inspections, and HUD compliance.
  • Supervise on-site staff and manage tenant relations, evictions, and budgeting tasks.
  • Maintain secure records, process invoices, and ensure accurate documentation.
  • Conduct property inspections, coordinate repairs, and manage vendor relations.
  • Lead marketing efforts, including surveys, outreach, and resident engagement.
  • Respond to emergencies and ensure compliance with safety and reporting standards.
  • Implement OSHA and IIPP safety programs; ensure staff adherence to guidelines.
  • Manage staff schedules, training, performance feedback, and team meetings.
