About The Position

The Senior Civil Engineer Supervisor position with the Pennsylvania Department of Transportation (PennDOT) offers a chance to guide crucial decisions that support safe, efficient, and environmentally responsible construction. In this role, you will work with engineers, consultants, and partner agencies to move projects forward while ensuring compliance with key regulations. This position leads the permitting work of the Environmental Unit and ensures that transportation projects follow all federal, state, and local environmental regulations. Within this role, you will support project teams, review plans, and manage compliance activities across design, construction, and maintenance.

Requirements

  • Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate’s degree in civil engineering technology or a closely related engineering discipline
  • Six years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists
  • Two years of professional civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline
  • PA residency requirement is currently waived for this title
  • You must be able to perform essential job functions

Responsibilities

  • Oversee permit applications and coordinate with the Department of Environmental Protection (DEP), the Army Corps of Engineers, and other regulatory partners
  • Review engineering plans and offer solutions to environmental and hydrologic issues
  • Track mitigation efforts, stormwater controls, and permit conditions throughout project phases
  • Supervise environmental staff, assign tasks, evaluate performance, and support training needs
  • Work with district teams and consultants to review proposals, plan meetings, and ensure accurate project documentation
  • Maintain permitting records, support stormwater committees, and participate in inspections and compliance reviews
