The Senior Civil Engineer (General) role with the Department of Environmental Protection lets you apply your engineering skill to protect land and water across the Commonwealth. This position provides advanced engineering guidance and technical expertise that supports statewide construction stormwater permitting activities. You will help conservation districts and regional offices ensure compliance, strengthen program knowledge, and improve environmental outcomes.

Requirements

  • Six years of civil engineering experience in the appropriate specialty and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or
  • Five years of civil engineering experience in the appropriate specialty; and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; and an associate’s degree in civil engineering technology or a closely related engineering discipline; or
  • Two years of professional civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.
  • Possession of a valid driver’s license.
  • Meet the PA residency requirement.

Responsibilities

  • Create training plans, build materials, and deliver instruction for conservation district staff
  • Provide detailed answers to program questions from conservation districts, regional offices, regulated entities, and the public
  • Review erosion and sediment control and post construction stormwater management plans and offer recommendations
  • Work with delegated conservation districts to support consistent and accurate permit reviews
  • Analyze hydrologic and hydraulic computations, design specifications, and best management practices for compliance
  • Assist with outreach sessions, guidance development, data accuracy, and statewide program improvement
