About The Position

As a Civil Engineer (General) with the Department of Environmental Protection, you will review mining plans, assess potential impacts, and help ensure compliance with state laws. Your decisions will help keep communities safe while also supporting responsible resource use. This position is ideal for someone who enjoys detailed analysis and meaningful results. This role focuses on reviewing mining applications and engineering plans to ensure safe and environmentally responsible operations. You will evaluate designs, analyze impacts, and help make decisions that support public safety and environmental protection.

Requirements

  • Five years of civil engineering experience in the appropriate specialty, and an Engineer-in-Training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists; or Successful completion of the Civil Engineer Trainee training program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Four years of civil engineering experience in the appropriate specialty, and an engineer-in-training certificate issued by or acceptable to the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists, and an associate’s degree in civil engineering technology or a closely related engineering discipline; or One year of civil engineering experience in the appropriate specialty, and a bachelor’s degree in civil engineering or a closely related engineering discipline.
  • Possession of a valid driver’s license.
  • Meet the PA residency requirement.

Responsibilities

  • Evaluate mining permit applications for compliance with laws and engineering standards
  • Assess technical plans including drainage systems, stability reports, and reclamation designs
  • Review subsidence control plans and analyze measures used to prevent structural damage
  • Participate in site reviews and collaborate with inspectors and partner agencies
  • Provide engineering support to staff, consultants, and other agencies when issues arise
  • Prepare decisions and recommendations based on engineering judgment and regulatory requirements
