About The Position

Raytheon’s Air, Space and Defense Systems (ASDS), Space Intelligence, Surveillance, and Reconnaissance (SISR) business is hiring a Requirements & Capabilities (R&C) Senior Capture Manager with experience working with/for the National Reconnaissance Office (NRO) and/or National Geospatial-Intelligence Agency (NGA) within the Intelligence Community (IC). This is a hybrid position with necessary access to classified information technology. The Senior Capture Manager will work as a team in support of both SISR Intelligence Engineering and Operations (IEO) and Commercial, Intelligence and Information Technology (Ci2) mission areas to be responsible for leading capture for dynamic growth missions, and will work closely with the R&C account managers, a broader support team of subject matter experts from the Raytheon ASDS organization, external consultants, and Raytheon business unit and corporate business development resources to ensure achievement of near and long-term strategic growth objectives. The Senior Capture Manager will report to the SISR Account Executive. The Senior Capture Manager will be focused on captures to include those IC and Department of War (DoW) capabilities that include multi-intelligence operations, execution, mission resilience, processing and dissemination from national systems and a faster, more resilient kill chain. This is an onsite role, with work locations being: VA – Dulles, CO -- Aurora, , Chantilly, or Arlington, PA – State College, TX – Richardson. Relocation is not available.

Requirements

  • Typically requires a University Degree or equivalent experience and 10+ years of experience or an advanced degree and 7+ years of experience.
  • 5+ years performing front end of the business, business development and/or capture manager duties.
  • Experience collaborating with cross-functional captures teams.
  • Experience with Intelligence Community and Department of War agencies.
  • Active and transferrable U.S. government issued TS/SCI security clearance is required prior to start date.
  • Position may require a favorably adjudicated CI Polygraph
  • Domestic travel up to 30% per the demand of the program and customer.

Nice To Haves

  • Science, Technology, Engineering or Mathematics (STEM) degree, Advanced degree preferred.
  • 3+ years of program management or technical management experience working with the Intelligence Community.
  • Capture Management certification.
  • Working knowledge of Raytheon capture process.
  • Ability to manage and coordinate concurrent acquisition efforts.
  • Experience pursuing US Government contracts within the NRO.

Responsibilities

  • Collaborate with R&C and the Program Management Office (PMO) to develop clear and concise Win Themes and Value Propositions for the capture.
  • Partner to capture strategy and tactics to produce capture products such as competitive assessments, teaming strategies, and prices-to-win analysis results applied to improve competitive posture.
  • Build & leverage Raytheon competitive advantage through both internal investment and customer participation.
  • Understand the NRO, NGA, and DoW customer’s marketplace, stakeholder customer organizations and budgets to identify market drivers and trends and develop strategies.
  • Understand the IC industry marketplace, including industry partner capabilities, trends, and competitive assessments.
  • Maintain relationships with internal Raytheon and external customer stakeholders and functional organizations involved in the program capture.
  • Develop and maintain strong relationships with teaming partners and industry associations to help drive partnerships.
  • Coordinate and collaborate with business management, strategy, contracts and supply chain, technology, engineering, and other offices and functions.
  • Successfully navigate the Raytheon capture process and gating requirements.
  • Understand customer needs to get ahead of customer solicitations to allow for proper shaping.
  • Obtain RFIs, BAAs, OTAs, and RFPs from classified systems, teaming arrangements, preparation of proposals, and aiding in the negotiating and definitizing contracts.
  • Assist in proposal preparation.
  • Guide proposal development including managing process, writing proposal responses, and developing pricing to deliver compelling and compliant proposals.
  • Meet all security, organizational conflict of interest, export control, protection of proprietary information, and risk and opportunity management processes, as appropriate.
  • Support resource prioritization.
  • Leverage the Raytheon Enterprise Pipeline Manager tool.
  • Work in a SCIF environment as necessary to support mission requirements.
