About The Position

The Ohio Department of Administrative Services (DAS) is seeking a Senior Business Transformation Analyst to support the priorities of the DeWine-Tressel administration. DAS serves as the engine of state government, providing innovative solutions and supporting the efficient operation of state agencies, boards, and commissions. This role is part of the Administrative Services Division, specifically within the Office of HR Operations and the Applications and Reporting Team (ART). ART provides issue triage, planning, design, testing, reporting, configuration, guidance, and support for multiple enterprise-facing HR programs including payroll, time and labor, Kronos, position management, position description, ADA accommodation tracking, ePar, HR core functions, benefits, disability, OhioLearn, ePerformance, Taleo Recruit, and HR system security approvals. Requirements

  • Completion of undergraduate core coursework in business administration, public administration, information systems, engineering or comparable field; 3 years experience in business process transformation, organizational design, strategic human capital management &/or business process reengineering; 12 mos. exp. in software design &/or development commensurate with position to be filled.
  • Knowledge of: Office business & management practices Agency regulations, division work rules, government structure, process & regulations Workforce development interfacing planning Electronic payroll processing Federal, state & local payroll regulations (e.g., U.S. Savings Bonds, W-2 processing, taxes & health care processing) State payroll policies & procedures Employee training & development System functionality and integration of PeopleSoft Human Capital Management HR, Benefits, Payroll, Time & Labor, and Reporting systems
  • Skill in: Operation of personal computer & related software (e.g., Microsoft Word, Excel & Access)
  • Ability to query HCM data using reporting tools (e.g., Query Manager, SQL)
  • Ability to: Deal with a variety of variables impacting development of OAKS PeopleSoft Human Capital Management functions & determine specific action to be taken
  • Define problems, establish facts & draw valid conclusions
  • Use proper research methods to gather, collate & classify information about data, people or things
  • Handle sensitive inquiries & resolve complaints
  • Understand manuals & verbal instructions technical in nature

Responsibilities

  • Under direction of the Business Transformation Module Lead, serves as a lead for implementation of new functionality (e.g. eProfile, ePay, eBenefits, Time & Labor, Kronos, automation of Personnel Action process, Cornerstone, Ohio Administrative Knowledge System (OAKS) upgrades) & new configuration items (e.g., contract/parity changes, acts as a liaison to OAKS for Human Resources Division (HRD) provides functional advice & guidance in planning, coordinating, & maintaining the OAKS (PeopleSoft) and/or Cornerstone Human Capital Management (HCM) system (e.g., Core Human Resources, Benefits, Payroll, Time & Labor , self-service);
  • Manages & oversees project test plans; identifies potential business process improvements;
  • Assists HRD staff in using system;
  • Works within Application & Reporting Team (ART) to provide production support & maintains contact with Human Capital Management Support group (HCM Support) to ensure OAKS is meeting expectations;
  • Assists HCM Support with configuration & customizations needed (e.g., gathering requirements, design, working with Service Assurance and Managed Services, testing, deployment, production support & change management);
  • Leads cross-functional-application team efforts (e.g. contract changes, tax updates, bundles, creates plans/timelines, assistance with gathering requirements & design) in collaboration with Service Assurance & Managed Services (e.g., creates test & deployment plans, change management planning & activities);
  • Validates state’s requirements for improved business processes; analyzes & defines requirements & business rules to facilitate statewide process design.
  • Consults with & advises HCM Support regarding unit operations, problems & process improvements involving all aspects of the HR, Benefits, Payroll, and Time & Labor, Learning, Performance, Recruiting modules;
  • Learns new emerging OAKS features & functions (e.g. ePerformance) & trains HCM Support on new processes;
  • Provides training to HCM Support on software tools to help increase effectiveness & efficiency (e.g. Excel, Access, Query, and SQL).
  • Evaluates OAKS HCM systems, hardware & software systems & recommends changes as indicated (e.g., assists in diagnosis & resolution of modifications or configuration changes for possible quick solution to OAKS HCM modules affecting data process not resolved through normal help desk escalation); performs related duties as required.
