About The Position

This Resource will provide services for one of the County’s Public Safety and Justice modernization projects of the new Integrated Justice System (IJS). The role involves researching and understanding the scope and business requirements of the IJS project, documenting these requirements, and ensuring the development of interfaces is complete by working with stakeholders and developers. The Resource will also support operational readiness reviews, assist in training users, validate technical requirements, and create necessary business analysis documentation, including application user interface needs and integration. Additionally, the role includes creating a data migration plan, data mapping documents, and User Acceptance Test (UAT) scripts. The Resource will support developers and the project team in testing the application UI and interfaces, conduct UAT, and support disaster recovery tasks for the IJS project. Knowledge transfer to County resources for ITS and IRIS projects is also a key responsibility.

Requirements

  • Five or more years of experience as a senior business system analyst working on large scale projects.
  • 10+ years’ experience working in the Public, Safety, and Justice domain working as a senior business analyst.
  • Strong business analysis skills, including understanding Waterfall and Agile principles.
  • Strong project management ability to successfully manage multiple tasks at any given point.
  • Data analysis experience, understanding of indices, fundamentals and analytical data.
  • Proficiency with MSSQL, extracting data, building queries, data validation, Microsoft Excel, and Microsoft PowerBI.
  • Data migration experience.
  • Excellent experience analyzing, gathering requirements for system integration of interfaces and data exchanges.
  • Strong technical security knowledge; specifically, how to comply with criminal justice information system data.
  • Strong technical understanding of operating systems, applications, databases, networking, and security systems.
  • Excellent experience authoring, documenting, and diagramming.
  • Strong ability to provide mentoring to junior business analysts.
  • Strong relationship building skills.
  • Strong communication, and presentation skills.
  • Strong problem-solving ability.
  • Strong leadership ability to influence and guide business stakeholders.
  • Strong teamwork and collaboration skills.

Nice To Haves

  • Four (4) year college degree in Information Technology or (10+) years of relevant work experience in the area of business analysis with the Public, Safety, and Justice domain.
  • Business Analysis certification such as CBAP, CBDA, CPRE, BPA, AAC.

Responsibilities

  • Research and understand the scope and business requirements of the Integrated Justice System (IJS) project.
  • Document requirements in a business requirements document.
  • Ensure the development of interfaces for the Integrated Justice System is complete by working with stakeholders and developers to help create specifications, interface design documents, and complete data compliance reviews.
  • Provide support and complete tasks assigned with the IJS project operational readiness review.
  • Aid in completing tasks assigned with training users for the IJS project.
  • Complete validation of technical requirements for the IJS project.
  • Complete business analysis documentation as needed for the IJS project including application user interface needs and integration.
  • Create data migration plan and data mapping documents.
  • Create User Acceptance Test scripts.
  • Support developers and complete testing tasks assigned for testing of both the application UI and interfaces.
  • Support business analysts and the project team by consulting and providing hands-on support to ensure user acceptance testing is conducted.
  • Provide support and complete disaster recovery tasks assigned for the IJS project.
  • Provide knowledge transfer to County resources as needed to continue operations and support for the ITS and IRIS projects.
