About The Position

ASSYST is seeking an experienced Senior Business Systems Analyst in Austin, TX (Onsite role). This opportunity is part of a large-scale system modernization effort focused on the development of a new Medicaid application. The work involves assessing business processes, evaluating system requirements, and helping ensure that technology solutions align with broader agency objectives. The position is associated with a team that provides oversight and coordination for Medicaid IT systems, related projects, and interconnected initiatives.

Requirements

  • Minimum 8 Years Experience coordinating with external vendors to complete projects and service requests, including defining, assigning, and evaluating their work.
  • Minimum 8 Years Experience developing and reviewing project artifacts such as test cases, requirements documentation and traceability, design, and technical specifications.
  • Minimum 8 Years Experience consulting on system analysis, troubleshooting problems, and supporting solution implementations.
  • Minimum 8 Years Experience managing project scope, acceptance, and deployment, as well as monitoring system integration and User Acceptance Testing (UAT).
  • Minimum 8 Years Experience identifying project risks and difficulties and designing strategies to mitigate or avoid them.
  • Minimum 8 Years Experience performing analysis of Health and Human Services policies, procedures, and standards to determine their effect on automated systems and functional areas.

Nice To Haves

  • 3+ Years Experience with Medicaid and CHIP systems and processes.
  • 3+ Years Experience using TFS/Azure DevOps (ADO) to create, manage, and maintain requirements throughout the development lifecycle.
  • 3+ Years Experience working in an Agile environment (preferably SAFe).
  • 3+ Years Experience using Microsoft products, such as MS Office, SharePoint, and Copilot.
  • Demonstrated understanding of enterprise system components such as user interfaces, data layers, infrastructure, and integrations, alongside knowledge of business rules engines, workflow orchestration, and cloud-based solutions.
  • Experience updating portfolio project management tools and managing major information resource project information.

Responsibilities

  • Analyze business process workflows, evaluate user needs, and apply business process mapping and re-engineering techniques to improve effectiveness.
  • Write detailed descriptions of user needs, program functions, and steps required to develop or modify complex computer programs.
  • Prepare solution options, identify risks, and develop financial analyses (including ROI, cost/benefit, and buy/build evaluations).
  • Coordinate with outside vendors to define, assign, and evaluate work while ensuring alignment with agency direction for an integrated solution.
  • Manage project scope, acceptance, and deployment while monitoring system integration and User Acceptance Testing (UAT).
  • Analyze Health and Human Services policies, procedures, and standards to determine their impact on automated systems and functional areas.
