About The Position

We are seeking an experienced Senior Business Analyst / Business Systems Analyst to support the assessment, enhancement, and implementation of technology solutions, with a primary focus on Public Safety systems and business processes. The initial assignment will focus on the replacement of a Jail Management System. Business requirements have already been captured, and this role will be responsible for validating and refining those requirements and supporting the project through solution evaluation, system design, integrations, testing, implementation, go-live, and post-production support. The ideal candidate will have strong experience translating business needs into detailed functional and non-functional requirements, working with business stakeholders and technical teams, coordinating with software vendors, and supporting complex technology implementations.

Requirements

  • Bachelor's degree in Business, Computer Science, Information Technology, or a related field.
  • Minimum of 5 years of experience in business analysis, systems analysis, business systems analysis, or a closely related discipline.
  • Demonstrated experience supporting Public Safety technology implementations and post-production environments as a primary technical/business resource.
  • Strong understanding of information systems planning, development, implementation, integration, and maintenance.
  • Proven ability to analyze business processes and translate business needs into detailed functional and non-functional requirements.
  • Experience developing system documentation, functional specifications, test plans, and test scripts.
  • Hands-on experience supporting system testing, integration testing, and UAT.
  • Experience with system integrations, data flows, troubleshooting, and implementation activities.
  • Strong analytical, problem-solving, and critical-thinking skills.
  • Excellent written and verbal communication skills.
  • Ability to communicate effectively with both technical and non-technical audiences.
  • Strong business process analysis skills and ability to identify underlying business problems and opportunities.
  • Demonstrated ability to collaborate effectively with business stakeholders, SMEs, technical teams, vendors, and project teams.
  • Ability to handle sensitive and confidential information appropriately.

Nice To Haves

  • 5+ years of Public Safety technology/project experience.
  • Experience with Jail Management, Corrections, Police, Fire/EMS, CAD/RMS, criminal justice, or other Public Safety systems.
  • Previous experience supporting government organizations or public-sector technology initiatives.
  • Experience working with third-party vendors on complex COTS software implementations.
  • Experience supporting the full implementation lifecycle, including requirements, solution evaluation, design, integrations, testing, UAT, implementation, go-live, and post-production support.

Responsibilities

  • Validate and refine existing business requirements and translate them into detailed functional and non-functional requirements.
  • Analyze business processes, workflows, systems, and data flows to identify opportunities for improvement and automation.
  • Develop detailed system documentation, including functional specifications, system designs, test plans, and test scripts.
  • Partner closely with business users, SMEs, project managers, developers, technical teams, and third-party vendors.
  • Support solution evaluation, system design, prototypes, integrations, and implementation activities.
  • Develop detailed unit, system, and integration testing scripts based on functional requirements.
  • Coordinate and facilitate User Acceptance Testing (UAT) with business stakeholders.
  • Support system integrations, data flows, troubleshooting, and issue resolution.
  • Gather and document requirements for system enhancements, change requests, and break/fix initiatives.
  • Evaluate technology solutions and provide recommendations for improving business processes and operational efficiency.
  • Consolidate and communicate information provided by subject matter experts and other stakeholders.
  • Provide business and technical consultation throughout the implementation lifecycle.
  • Support go-live, post-production activities, and ongoing system improvements.
  • Develop and provide metrics related to reporting, system performance, and process controls.
  • Participate in or conduct user training as needed.
  • Identify opportunities to improve existing processes, systems, and technology solutions.
