About The Position

The Senior Business Analyst – HR Systems supports the analysis, design, testing, and enhancement of human resources automation and workflow solutions. This role works closely with HR stakeholders, project managers, and technical teams to translate business needs into clear functional requirements and quality assurance artifacts. The position plays a key role across the full delivery lifecycle, with a strong emphasis on requirements engineering, UAT leadership, and process documentation.

Requirements

  • Bachelor’s degree in Computer Science, Information Systems, Finance, or a related field, or equivalent work experience
  • 6 or more years of professional experience in business analysis, requirements engineering, and quality assurance
  • Experience supporting workflow automation, HR systems, or government administrative applications
  • Strong knowledge of Agile methodologies and SCRUM practices
  • Experience preparing functional specifications, user stories, and acceptance criteria
  • Experience designing and executing test plans for complex applications
  • Advanced proficiency with Microsoft Word, Excel, PowerPoint, Visio, and Project
  • Strong analytical, documentation, and communication skills

Nice To Haves

  • Certified Business Analysis Professional (CBAP), ISTQB, or similar certification
  • Experience with Azure DevOps for backlog management, sprint planning, and test execution
  • Experience supporting state government HR, payroll, or position management systems
  • Experience performing formal QA reviews and standards validation
  • Experience with data analysis, data validation, and relational data concepts

Responsibilities

  • Elicit, analyze, and document business and functional requirements for HR automation initiatives
  • Translate high‑level business needs into detailed functional specifications, user stories, and acceptance criteria
  • Prepare business specifications to support remediation efforts and system enhancements
  • Facilitate requirement workshops with HR subject‑matter experts and enterprise stakeholders
  • Lead User Acceptance Testing cycles in partnership with HR and related functional groups
  • Develop testing strategies, test plans, scenarios, and test data to validate functional requirements
  • Evaluate test results to ensure solutions meet documented requirements and operational needs
  • Perform quality assurance reviews to confirm alignment with standards and specifications
  • Manage user stories, product backlogs, and sprint backlogs within Agile delivery frameworks
  • Participate in SCRUM ceremonies including stand‑ups, sprint planning, and retrospectives
  • Coordinate schedules, implementation plans, and release documentation
  • Develop standardized desk procedures, process flows, and business narratives
  • Analyze existing workflows to identify gaps, inefficiencies, or duplicate functionality
  • Support business process redesign initiatives related to HR and enterprise operations
  • Coordinate efforts across HR offices, budget teams, project managers, developers, and architects
  • Summarize complex data into executive‑level reporting while maintaining traceability to details
  • Support technical assessments of HR systems and integrations
  • Produce project schedules, implementation plans, requirements documentation, QA plans, and UAT artifacts
  • Maintain clear, organized documentation aligned with departmental standards and governance
