About The Position

The Alcohol and Gaming Commission of Ontario (AGCO) is seeking a Senior Advisor, Corporate Performance and Prioritization to advance how the agency defines, measures, and delivers on strategic success. This role will be central to maturing the AGCO’s enterprise performance measurement discipline, strengthening alignment between strategic priorities and measurable outcomes, and supporting evidence-informed decisions to drive success of corporate initiatives, resources, and results. The successful candidate will develop and sustain enterprise-wide performance measurement frameworks, KPI governance practices, prioritization approaches, and reporting processes that connect organizational activities and investments to strategic outcomes. Working closely with senior leadership and cross-functional partners, this role will translate strategy into action, support annual strategic planning and portfolio prioritization, and provide the insights needed to monitor progress, assess impact, and drive continuous improvement. This role requires a collaborative team player with exceptional interpersonal and communication skills. The successful candidate will work closely with cross-functional teams, stakeholders, and senior leadership to facilitate strategic planning sessions, strengthen alignment between corporate priorities and measurable results, and report performance outcomes that support informed decision-making, continuous improvement, and organizational excellence.

Requirements

• A University degree in Statistics, Economics, Business Analysis, Business Administration, Public Policy, or a related field; or an equivalent combination of education and experience that supports critical, analytical, and strategic thinking.
• Advanced knowledge and demonstrated experience (5+ years) in performance measurement, KPI development, data analytics, reporting, and evidence-informed decision-making.
• Experience developing enterprise performance management systems, including performance measurement strategies, outcome measures, KPI governance, baselines, targets, reporting cycles, accountability structures, and performance review routines.
• Extensive experience driving strategy execution and corporate planning, including leading annual strategic planning cycles and project/portfolio prioritization processes that align investments, resources, workplans, and enterprise decision-making with organizational strategic objectives.
• Extensive experience leading portfolio governance and prioritization processes, leveraging initiative intake, scoring methodologies, capacity and risk assessments, benefits realization, and trade-off analysis to align investments and resources with strategic objectives.
• Demonstrated ability to design and facilitate senior leadership workshops, annual strategic planning sessions, and cross-functional discussions that lead to clear decisions and aligned priorities.
• Strong analytical skills with the ability to transform complex data and information into meaningful insights, recommendations, dashboards, reports, and executive presentations.
• Advanced knowledge of continuous improvement and performance improvement methodologies, including Lean, Six Sigma, Agile, Human-Centered Design, and related methods that support process improvement, performance measurement, and organizational effectiveness.
• Experience using data visualization and business intelligence tools such as Power BI, Tableau, or similar platforms
• Experience supporting organizational change, adoption, coaching, and capability-building related to performance measurement, planning, reporting, prioritization, or continuous improvement.
• Strong public-sector program evaluation experience, including and the ability to assess the effectiveness of policies, intervention strategies, regulatory activities, programs, and initiatives through quantitative and qualitative methods, with knowledge of Ontario’s regulated alcohol, gaming, cannabis, or horse racing sectors and associated public policy and regulatory environment considered an asset.
• Excellent written and verbal communication, collaboration, facilitation, conceptual thinking, judgment, problem-solving, and organizational skills, with the ability to work with diverse client groups and staff at all levels while meeting time-sensitive deadlines.
• The successful candidate must be eligible to work in Canada and will be subject to a criminal background check.

Nice To Haves

• Certification or training in Lean, Six Sigma, Lean Six Sigma, Performance Measurement, KPI development, PuMP Performance Measurement Blueprint, KPI Professional, KPI Practitioner, or comparable KPI/performance measurement certification is considered an asset.
• Knowledge of Ontario’s regulated alcohol, gaming, cannabis, or horse racing sectors and associated public policy and regulatory environment considered an asset.

Responsibilities

• Lead the design, development, and maturation of an enterprise-wide corporate performance measurement framework, including standards, tools, governance practices, KPI definitions, baselines, targets, reporting cycles, and accountability structures.
• Translate strategic objectives into measurable outcomes, initiatives, performance indicators, progress reporting, and executive decision points that strengthen alignment between corporate priorities and results.
• Collaborate with senior leadership, divisions, and cross-functional teams to define outcomes, develop KPIs, establish targets, interpret performance results, and embed performance data into planning and decision-making.
• Lead corporate project and portfolio prioritization processes, including initiative intake, business case evaluation, scoring, sequencing, trade-off analysis, benefits realization, and assessment of strategic value, risks, dependencies, capacity, and resource implications.
• Develop prioritization criteria, decision-support materials, dashboards, reports, and presentations that help senior leaders make transparent, evidence-informed decisions about corporate initiatives and performance.
• Plan, coordinate, and facilitate annual strategic planning sessions, senior leadership workshops, and cross-functional discussions that synthesize complex input, build alignment, confirm priorities, and support clear decisions.
• Lead and support quantitative, economic, and regulatory, and qualitative analysis to assess performance, identify trends, evaluate the effectiveness and outcomes of regulatory programs, policies, and initiatives, surface risks and opportunities, and recommend improvements.
• Build organizational capability in performance measurement and prioritization by providing subject-matter expertise, guidance, templates, tools, training, coaching, and change-support materials.
• Establish and maintain collaborative relationships with ministries, agencies, industry stakeholders, and external partners to support performance measurement, evaluation, and evidence-informed decision-making.
