About The Position

Allegheny County Department of Human Services (DHS) is seeking a Senior Administrative Specialist to join their Office of Administration Department in a full-time consulting role. This position will focus on various administrative and personnel functions, including compensation, employee onboarding and offboarding, and personnel management. The Specialist will work independently, utilizing strong communication skills to gather information, resolve issues, and escalate as needed. This role is an employee of Donnelly-Boland & Associates, working onsite at Allegheny County DHS.

Requirements

  • Bachelor’s degree preferred
  • 3 or more years of experience in a senior level administrative role.
  • Experience utilizing multiple technology platforms including HRIS Systems, MS Office Suite (Adobe, Excel, etc.), and social platforms (LinkedIn, Indeed, etc.).

Responsibilities

  • Work in collaboration with the DHS Talent Acquisition team to assist new hires and transfers with pre-start date notifications, including new hire appointment letters, orientation packets, and other required documents.
  • Complete onboarding and offboarding tasks in various HR systems.
  • Support the HR team with new hire orientation, including preparing binders, reserving conference rooms, and entering staff into the internal security system.
  • Assist with posting positions on the internal HR platform, BambooHR.
  • Collaborate with hiring managers and staffing agencies on recruitment plans and selection processes.
  • Post requested positions to external job boards such as Indeed or LinkedIn.
  • Confirm data accuracy and audit/flag discrepancies for the DHS Talent Acquisition team.
  • Manage administrative functions of the CYF Clearance Report and Audit Process, ensuring timely communication regarding expiring FBI, Child Abuse, and Criminal Clearances.
  • Review, analyze, and develop operational policies and procedures in accordance with state, federal, and county mandates and regulations.
