T> White Parker seeks a Senior Acquisitions Specialist to serve in an acquisition management capacity, providing support for acquisition planning, management, and training for a federal client. This role is responsible for the timely execution of pre- and post-award procurement activities ranging from procurement forecasting and source selection to financial reconciliation and contract closeout. The position requires in-depth knowledge of federal acquisition regulations and direct, expert-level experience with government procurement and financial systems, including PRISM and G-Invoicing.

Requirements

  • Master's degree in Information Systems, Financial Management, Business, or Public Administration.
  • Minimum of 15 years of related experience in government contracting and financial analysis.
  • Expert knowledge of and direct experience with the PRISM procurement system.
  • Knowledge of and direct experience with G-Invoicing.
  • In-depth knowledge of the FAR, OMB Circulars, and applicable agency acquisition regulations.
  • Strong working knowledge of Inter-Agency Agreements, Cooperative Agreements, and IDIQ contracts.
  • Strong proficiency in Microsoft Excel and SharePoint.
  • Exceptional attention to detail and accuracy in procurement request preparation.
  • Effective communication and collaboration skills, particularly with cross-functional teams.
  • Demonstrated cradle-to-grave contract management lifecycle knowledge including closeout.
  • Ability to obtain a Public Trust Security Clearance
  • Ability to work in the U.S. without sponsorship
  • Must be available to work onsite at DOT Headquarters, Washington, D.C.

Nice To Haves

  • Experience supporting a federal PMO or research portfolio management office.
  • Experience with DELPHI/iSupplier or equivalent federal accounting and invoicing systems.
  • Federal contracting certification (e.g., DAWIA, FAC-C).

Responsibilities

  • Manage the full acquisition lifecycle from procurement planning through contract closeout, including contracts, agreements, task orders, and modifications.
  • Prepare Purchase Requests (PRs) and Agreement forms and obtain required signatures, coordinating with CORs, COTMs, AORs, financial administrators, and contracts personnel.
  • Develop Statements of Work (SOWs) and Independent Government Cost Estimates (IGCEs).
  • Support source selection activities including evaluation of proposals.
  • Track procurement status and proactively engage appropriate personnel to advance awards.
  • Reconcile financial information and validate funding availability in coordination with the financial resource manager.
  • Manage and maintain contract files including contracts, PRs, task orders, written communications, reports, and invoices.
  • Initiate and execute contract closeout actions, including final invoice validation, funding adjustments, and coordination with the contracting office.
  • Manage Inter-Agency Agreements (IAAs), intergovernmental transactions, Cooperative Agreements, and Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
  • Apply FAR, OMB Circulars, agency orders and directives, and applicable policy in procurement activities.
  • Coordinate with a PMO team to align procurement timelines with financial and portfolio planning.
  • Support development of acquisition processes and perform application testing and data review in the portfolio management platform.
  • Assist in training staff in procurement support activities to ensure coverage during peak periods.
  • Identify, analyze, and help resolve procurement-related problems and develop alternative courses of action.
