About The Position

The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario’s capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, and enforcement activities. The OSC also contributes to national and global securities regulation development. The Registration, Inspections and Examinations (RIE) Division oversees dealers, advisers, investment fund managers, derivative firms and other market participants that the public relies on when investing in securities. RIE is seeking a Senior Accountant to join its Data Strategy and Risk Team, a group responsible for the financial oversight of registrant firms, participation fee oversight and compliance, risk assessment activities, and data-driven regulatory insights. This role is ideal for a CPA who enjoys applying their accounting, audit and financial analysis expertise in a regulatory environment and has a passion for technology, data, analytics and continuous process improvement.

Requirements

  • Hold a Chartered Professional Accountant (CPA) designation and have a minimum of 8 years of relevant experience in accounting, auditing, financial analysis, securities regulation, risk assessment or a related field. We recognize that experience is gained through diverse career paths and will consider candidates who demonstrate the required competencies, even if they have slightly fewer than 8 years of experience.
  • Bring strong knowledge of IFRS, audit practices, and financial statement analysis.
  • Have experience assessing complex financial information, exercising professional judgment and communicating recommendations.
  • Demonstrate an interest in technology, data analytics, automation and continuous improvement.
  • Have experience leading, coaching or reviewing the work of others, with a commitment to developing staff and fostering a collaborative team environment.
  • Possess strong project management and organizational skills, including the ability to manage multiple priorities, coordinate competing deadlines and deliver high-quality results.

Responsibilities

  • Conduct and oversee complex reviews of registrant financial information, including audited financial statements, excess working capital calculations and participation fee filings, to assess registrant financial condition and identify regulatory risks.
  • Apply accounting, audit and financial analysis expertise to assess registrant solvency, participation fee obligations, internal controls and compliance with Ontario securities law.
  • Design and implement risk-based review methodologies that combine financial analysis, data analytics and regulatory oversight to identify risks and support investor protection.
  • Drive data, technology, automation and process improvement initiatives that enhance RIE's financial oversight, risk assessment and operational effectiveness.
  • Lead the Risk Assessment Questionnaire (RAQ) program, RIE's primary tool for identifying emerging risks, assessing registrant business practices and supporting risk-based regulatory oversight.
  • Lead and oversee participation fee administration and related regulatory processes, including the review of staff recommendations concerning late fees, fee waivers, collections, reliance on registration exemptions, and complex registrant inquiries.
  • Participate in special projects and strategic initiatives that support the OSC's regulatory mandate and investor protection objectives.
