This initiative brings together state leadership, healthcare providers, and community organizations to design and implement solutions that reflect local needs while advancing a shared, statewide vision for better health outcomes. This role ensures financial integrity and accountability across a landmark statewide investment in rural health. About the Role The RHTP Accountant plays a central role within the Finance department, supporting complex accounting operations tied to federal, state, and departmental funding. This position is responsible for ensuring compliance with federal grant accounting standards while providing oversight, reconciliation, and reporting across multiple funding streams. Working closely with Program Directors and internal stakeholders, the Accountant translates complex financial data into clear, actionable insights that support decision-making and program success. This role goes beyond transactional accounting, serving as a trusted advisor to program areas by helping them understand financial performance, grant requirements, and allowable expenditures. This is a highly visible role requiring strong analytical thinking, attention to detail, and the ability to operate independently. The Accountant contributes directly to financial integrity, risk management, and the overall success of public health initiatives across Indiana.
Requirements
- Knowledge of Generally Accepted Accounting Principles (GAAP)
- Knowledge of Generally Accepted Auditing Standards (GAAS)
- Knowledge of governmental accounting practices
- Knowledge of federal budgeting and fiscal policies
- Experience supporting grant-funded programs and financial oversight
- Proficiency with financial systems (including Encompass modules or similar)
- Ability to interpret and communicate complex financial data
- Strong written and verbal communication skills
- Ability to build relationships and work collaboratively across teams
- Strong problem-solving and analytical skills
- Ability to research issues and recommend effective solutions
- Experience developing financial procedures and process improvements
Responsibilities
- Ensure accurate, timely, and meaningful financial reporting across funding sources.
- Prepare monthly appropriation reports for state, departmental, and federal funds
- Review reports for accuracy, completeness, and compliance with allowable expense guidelines
- Conduct reconciliations to support risk management and financial transparency
- Perform analytical reviews of financial data to identify trends, issues, and opportunities
- Translate financial reports and formulas into clear, consumable narratives for non-financial stakeholders
- Maintain compliance with federal grant requirements while supporting program success.
- Apply federal grant accounting principles and ensure adherence to reporting requirements
- Compare grant requirements, Notices of Award, and financial obligations to ensure alignment
- Support program areas in understanding grant spending, timelines, and restrictions
- Respond to federal, program, and management inquiries related to assigned funding
- Participate in comprehensive financial reviews to ensure proper use of funds
- Act as the primary financial contact for Program Directors and Managers
- Meet regularly with program teams to review financial status and validate funding usage
- Provide guidance and recommendations to support program goals and financial compliance
- Communicate complex financial information clearly across all levels of the organization
- Process journal entries including indirect costs, expense transfers, and corrections
- Ensure accurate chart field entries for requisitions and purchase orders
- Provide fiscal approval for financial transactions across assigned funds and departments
- Reconcile purchase orders and support project closeout activities
- Assist in developing and documenting finance procedures to improve efficiency and consistency
