About The Position

Under the general direction of the Controller, the Senior Accountant prepares complex general ledger entries and account reconciliations. S/he works with the Controller to ensure the accuracy and integrity of the District’s general ledger. This position is distinguished among accounting positions by the requirements for an increased level of knowledge and application of accounting principles and accounting software, a greater understanding of the interrelationships among accounting functions, and ability to exercise more independent judgment in performing accounting functions. This position reports to the Controller and may exercise supervisory authority on a limited basis in support of assigned projects assignments and Division initiatives. This position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted. Normal working conditions for this position are in both an office and field setting. Business travel is required periodically between District sites, governmental agencies, consultants’ facilities, and other locations as required.

Requirements

  • Bachelor’s Degree in accounting or related field, with a minimum coursework of 24 units in accounting.
  • Minimum five (5) years directly relevant experience in accounting.
  • Possession of and the ability to maintain a California driver's license, Class C, with less than six (6) points in the preceding 36-month period and no DUIs in the prior seven (7) years.
  • Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics.
  • Must be able to obtain and maintain access to Marine Corp Base Camp Pendleton.
  • Strong knowledge of and the ability to apply generally accepted accounting and auditing principles.
  • Knowledge of account classification and financial control theory and the ability to apply the principles of materiality.
  • Ability to read and understand technical material, government regulations, legal documents, and/or complex work instructions.
  • Ability to work effectively under pressure, multi-task, and organize workflow so as to deliver high-quality products within established deadlines.
  • Exceptional relationship-building skills to deal effectively with individuals at all levels of responsibility and authority.
  • Exceptional written and oral communication skills.
  • Ability to analyze routine and non-routine financial situations, solve problems, and present alternatives; skills in preparing and analyzing complex financial reports.
  • Demonstrated above-average proficiency in computer software programs, particularly the Microsoft Office Suite.
  • Experience with enterprise resource planning (ERP) systems such as JD Edwards.

Responsibilities

  • Prepares complex journal entries and reconciliations.
  • Analyzes general ledger documents, researches and resolves discrepancies.
  • Prepares adjusting/recurring journal entries as needed.
  • Assists in the preparation and/or prepares monthly/quarterly/annual financial statement reports.
  • Balances subsidiary ledgers with general ledger and resolves discrepancies.
  • Assists with financial audits by preparing schedules, reports, and retrieving backup documentation.
  • Prepares and enters fixed asset entries for the District’s capital projects, including setting capital assets and recording disposals.
  • Tracks sales proceeds and gain/loss from District’s fixed assets disposals.
  • Performs projects and grants accounting, billing, journal entries, reporting, and other duties as needed.
  • Supports fare collection processes including, but not limited to, physical counts of cash/tickets collected, ordering coin/currency services from armored services, disputing chargebacks, ordering supplies, accounting entries and reconciliations, and reviewing validity of customer refunds.
  • Performs year-end physical counts of parts inventories at various sites.
  • Performs other related duties as assigned.
