About The Position

The purpose of this classification is to perform security work functions. This role works at the direction of the Police Chief in security and ancillary positions to handle traditionally low risk situations, duties, and calls for service. Responsibilities include answering telephones, taking and relaying messages, and dispatching service crews. The Security Guard responds to requests and complaints from law enforcement agencies and the general public concerning roadways, streetlights, traffic lights, and related problems. They patrol assigned areas for parking violations, issue citations, and authorize towing of illegally parked or abandoned vehicles. This role also researches code numbers, prepares and distributes work orders, and operates a pickup truck to patrol compounds and lock/unlock gates. Security Guards take written reports documenting incidents on or related to City of Tuscaloosa property, maintain daily logs, and open and secure buildings. They utilize computers for emails and Word documents, patrol city and governmental buildings by foot and vehicle looking for security issues, and respond to various departments as needed. This position monitors compliance with policies and procedures regarding security and public order, and participates in training programs. They monitor surveillance camera feeds, record and play back camera feeds, and communicate with officials, employees, and citizens professionally. The Security Guard liaises with police officers on safety and security issues, assists vendors with access, and maintains records using communication and computer equipment. They investigate malfunctions, identify building maintenance needs, and patrol parks and facilities to enforce rules and ordinances. This role opens and secures parks and recreation facilities, inspects grounds and facilities, and notifies appropriate personnel of custodial or maintenance needs. They report destruction or defacement of park facilities, unsafe acts, and provide enforcement through counseling or citations. Security Guards participate in parks and recreation activities, may operate park equipment, and direct traffic. They prepare reports on activities and concerns, maintain logs, resolve customer complaints, and provide information and emergency services to the public. This position works cooperatively with the public and other departments, educates the public on parks and recreation, performs user-level maintenance of city vehicles, and performs municipal security work functions as assigned. They also participate in maintenance and cleanup of park grounds and structures.

Requirements

  • High school diploma or GED required
  • Experience in security operations preferred
  • Must possess and maintain a valid driver's license
  • Must be able to operate a service truck, telephone and two-way radio.
  • Physical demand requirements are at levels of those for sedentary to moderate work such as walking and patrolling grounds.
  • Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include forms, maps, and procedural manuals.
  • Requires the ability to speak with and/or signal people to convey or exchange information, including giving/receiving assignments and/or directions to/from co-workers, assistants, managers, or supervisors as well as communicating with law enforcement personnel and the general public.
  • Requires the ability to read a variety of documentation, directions, instructions, and methods and procedures.
  • Requires the ability to write basic job related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech.
  • Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.
  • Requires the ability to learn and understand basic traffic maintenance principles and techniques, to understand departmental policies and procedures, to make independent judgments in absence of supervision, and to acquire and be able to expound on knowledge of topics related to primary occupation.

  • Requires the ability to handle a variety of items, equipment, control knobs, two-way radio, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination.

Responsibilities

  • Patrols assigned areas for parking violations and marks tires/issues citations for parking violations; authorizes towing of illegally parked or abandoned vehicles consistent with city ordinances; attends parking court.
  • Researches code numbers; prepares and distributes work orders.
  • Operates a pickup truck to patrol compound and locking/unlocking gates.
  • Take written reports as needed documenting incidents that occur on, or related to, City of Tuscaloosa property or government; maintains daily log of activity and patrols.
  • Open and secures buildings for authorized entries
  • Utilize computers and computer related equipment, including but not limited to emails and Word documents.
  • Patrols city and other governmental buildings and property as instructed, by foot and vehicle, looking for security issues; responds to various departments as needed.
  • Monitors compliance by employees and visitors of policies and procedures regarding security of municipal buildings and laws pertaining to public order, security and safety of citizens and employees.
  • Participate in training programs as directed, pertaining to security procedures and policies.
  • Monitor feed from surveillance cameras and acquire the operational ability to record and play back camera feeds.
  • Communicate with municipal elected officials, employees and private citizens on a daily basis in a professional and polite manner.
  • Liaison with police officers on issues pertaining to the safety and security of persons on municipal property; assists police as appropriate and directed.
  • Assists vendors and other third parties with access to areas and other help as appropriate.
  • Maintains records and communicates information to other personnel using communications and computer equipment.
  • Investigates malfunctions observed or reported, including problems of temperature, lighting, open windows or security and contacts appropriate department to correct the malfunctions.
  • Identifies building maintenance needs not requiring prompt attention and submits work orders to correct.
  • Patrols and monitors activities in assigned parks and designated park facilities to enforce established rules, regulations and City codes and ordinances; reports and cites parking and other city ordinance violations.
  • Opens and secures parks and recreation facilities, amenities, etc. for participant use.
  • Inspects park grounds, centers, and facilities prior to rentals and permits to ensure it is clean, stocked, and landscaped.
  • Notifies appropriate personnel if custodial services, maintenance, and/or landscaping are needed.
  • Inspects park grounds, centers, and facilities within 24 hours after conclusion of rental or permit to check for trash and/or damage.
  • Performs general public relations by making contact with the public as they utilize the facilities, centers, and parks; verifies reservations and/or permits.
  • Inspects, documents, and reports maintenance issues related to parks and recreation property and equipment.
  • Notifies appropriate personnel of necessary maintenance and custodial needs to ensure a clean, safe, and user-friendly experience for parks and recreation patrons.
  • Reports destruction or defacement of park facilities; reports unsafe or unlawful acts or situations; provides positive enforcement through counseling sessions with violators or through issuance of citations.
  • Participates in parks and recreation activities and programs and assists with special programs and activities as assigned; may operate park equipment as needed; directs traffic as needed.
  • Prepares reports regarding scheduled and unscheduled activities and concerns within the parks; maintains accurate daily activity logs and records.
  • Resolves customer complaints; notifies other city departments and other agencies regarding park problems and patrol complaints.
  • Provides information, direction, and assistance to the public; provides emergency services as necessary.
  • Works cooperatively and effectively with the public and other departments.
  • Educates the public to develop an understanding of the significance of parks, park environments and recreation programs.
  • Performs user-level maintenance of assigned city vehicles.
  • Performs municipal security work functions as assigned.
  • Participates, as required, in maintenance and cleaning up of park grounds and structures.
  • Greets the general public and answers incoming telephone calls; forwards calls and messages to staff members; provides specific information to the public regarding city operations, policies and procedures.
  • Performs general office duties and clerical tasks to include transcribes, edits, and types correspondence, memoranda, and minutes; compiles and completes standard administrative forms, reports and documents pertaining to city operations; maintains records; receives, copies and distributes documentation; files and retrieves records, data and documents from filing systems.
  • Opens, sorts, processes and distributes incoming mail; prepares mail for sending.
  • Attends meetings as assigned; assists with special projects.
