About The Position

The candidate will support the Defense Security Cooperation Agency (DSCA) in advancing the SAMM Modernization Initiative. In this role, you will contribute security cooperation (SC) and policy subject-matter expertise to the development and implementation of AI-enabled solutions, including a chatbot and a follow-on policy reconciliation capability. You will work closely with stakeholders and SMEs to translate policy expertise into functional guidance for how the AI-enabled solutions should operate, help shape work products and decision-support materials, and support broader implementation efforts. The role is well-suited for a professional with strong SC and policy experience who can advise the project team and help ensure the resulting solutions are accurate, practical, and aligned with the DSCA mission and operating environment.

  • Bachelor's degree and strong working knowledge of SC policy.
  • 5 years of relevant professional experience supporting policy, strategy, process improvement, current state assessment, or future state design.
  • Experience supporting DoD, OSD, DSCA, or other federal defense clients.
  • Experience translating policy concepts into clear guidance, recommendations, or client-ready deliverables.
  • Experience developing executive-ready PowerPoint presentations, Word deliverables, and other client-facing materials.
  • Strong written and verbal communication skills.
  • Ability to work independently and collaboratively in a client-service environment.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, proposals, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.

Responsibilities

  • Serve as a subject matter advisor on SC policy and the DSCA operating environment for the broader SAMM Modernization team.
  • Provide policy interpretation and context to help shape functional requirements, work products, and recommendations.
  • Contribute to policy corpus readiness, content review, and policy preparation activities as needed.
  • Support development of governance considerations related to policy ownership, content lifecycle, review cycles, and maintenance approaches.
  • Support development of functional requirements and business rules for policy-related AI-enabled support features.
  • Contribute to evaluation, testing, and quality assurance discussions to ensure outputs are consistent with policy intent and user needs.
  • Support current state assessments, process improvement, and future state design efforts.
  • Apply human-centered design principles to help shape future state solutions that are usable, understandable, and aligned with stakeholder needs.
  • Prepare executive-ready briefings, working materials, and written products for client review and leadership decision-making.
  • Collaborate with client SMEs to capture expertise and distill it to business requirements for AI-enabled solutions.
  • Support change management and stakeholder engagement efforts across rollout waves to encourage adoption and clarity.
