About The Position

The candidate will support the Defense Security Cooperation Agency (DSCA) Office of Strategy, Plans, and Policy (SPP) in executing business process reengineering (BPR) efforts related to the Security Assistance Management Manual (SAMM). In this role, you will help assess and redesign policy and process structures, support future-state design, and contribute to modernization efforts to improve policy usability, governance, performance management, and implementation. The role is well-suited for a professional with experience in policy, strategy, process improvement, current state assessment, and future state design using human-centered design principles in a fast-paced federal environment.

  • Bachelor's degree and 3+ years of relevant professional experience supporting policy modernization, governance design, roadmap development, or organizational/process transformation efforts.
  • Experience supporting DoD, OSD, DSCA, or other federal defense clients.
  • Experience supporting business process reengineering or transformation initiatives.
  • Experience applying structured problem-solving to ambiguous client challenges.
  • Experience developing executive-ready PowerPoint presentations, Word deliverables, and other client-facing materials.
  • Strong written and verbal communication skills.
  • Ability to work independently and collaboratively in a client-service environment.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to write reports, proposals, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.

Responsibilities

  • Conduct current state assessments of SAMM-related processes, policy workflows, stakeholder needs, and operational pain points.
  • Support future-state design efforts for SAMM modernization, including the development of improved process flows, governance structures, and user-centered operating approaches.
  • Apply human-centered design methods to shape future-state solutions that improve the usability, accessibility, and implementation of SAMM content and processes.
  • Support development and refinement of a SAMM Style Guide to promote consistency in structure, language, and presentation of policy content.
  • Support the development of a SAMM Governance Guide that defines roles, responsibilities, decision rights, review processes, and maintenance mechanisms for ongoing policy management.
  • Support SAMM content restructuring activities based on pilot findings, stakeholder feedback, and the approved future-state direction.
  • Assist in designing or refining the policy update performance measurement and metrics process to track effectiveness, timeliness, and sustainability of SAMM updates.
  • Synthesize research, interviews, workshops, and document reviews into clear findings, recommendations, and executive-ready deliverables.
  • Prepare briefings, working materials, and written products for client review, leadership decision-making, and stakeholder engagement.
  • Coordinate across team members and client stakeholders to track inputs, manage action items, and maintain progress against project timelines.
