About The Position

The Department of Medical Assistance Services (DMAS) is offering a competitive opportunity to serve as the Policy Advisor in the High Needs Support Division. This position provides policy management support to the Director of High Needs Supports, ensuring the agency's compliance with Developmental Disability (DD) policy and Brain Injury Services, along with other projects. Compliance with laws and regulations is critical for providing quality health services to vulnerable citizens. The role involves managing and directing various planning, performance measurement, evaluation, policy, economic forecasting, or research projects essential to the agency's mission. It may also monitor smaller special projects and programs impacting DMAS, such as out-of-state placements for Brain Injury services. The position applies knowledge of policy analysis, research methodologies, project management technologies, planning, performance measurement, and management principles to improve programs and ensure compliance with laws and regulations. The Policy Advisor may represent the Division Director in projects with the Department of Behavioral Health and Developmental Services (DBHDS) and other external agencies concerning complex policy, planning, performance, regulatory, and legislative matters. Business needs require in-office presence for internal and external meetings and training. Requirements

  • Considerable knowledge of administrative processes, principles of management, policy and regulatory development.
  • Extensive knowledge of administrative functions in large complex governmental health care organizations financial and programmatic issues affecting state agencies.
  • Extensive working experience interpreting principles and practices of public administration/ management, programs and policies.
  • Considerable knowledge of philosophies associated with continuous quality improvement, person-centered planning, and customer focused service delivery.
  • Considerable work experience in project management required to include planning, organizing, implementing, and monitoring large scale/time sensitive projects.
  • Extensive knowledge and use operating personal computers in utilizing various word processing, spreadsheet, project management and/or database applications.
  • Considerable knowledge interpreting and application of federal, state laws/regulations as it relates to Medicaid.
  • Considerable experience meeting deadlines, managing multiple priorities, and leading others.
  • Considerable experience engaging with internal/external stakeholders.

Responsibilities

  • Serves as policy management support to the Director of High Needs Supports to ensure the agency’s compliance largely with Developmental Disability (DD) policy and Brain Injury Services, in addition to other projects.
  • Manages/directs an array of planning, performance measurement, evaluation, policy, economic forecasting, or research projects critical to the agency’s mission.
  • Monitors other smaller special projects and programs (such as BI out of state placements) that impact the Department of Medical Assistance Services.
  • Applies knowledge of policy analysis, research methodologies, project management technologies, planning, performance measurement, and management principles and practices toward the improvement of programs and compliance with laws and regulations.
  • Represents the Division Director in Department of Behavioral Health and Developmental Services (DBHDS) projects and other external agencies pertinent to the projects related to complex policy, planning, performance, regulatory, and legislative matters.
  • Attends internal and external meetings and training as required by business needs.
