  • Demonstrated experience interpreting and implementing ICD 705, SCIF, SAPF, OSS, TEMPEST, and related secure facility requirements.
  • Ability to translate security requirements into construction drawings, specifications, technical details, and multidisciplinary design solutions.
  • Knowledge of secure perimeter construction and RF/TEMPEST mitigation techniques, including penetrations, shielding, non-conductive breaks, waveguide-below-cutoff protection, and power or signal filtering.
  • Strong understanding of multidisciplinary building systems and their interaction with physical and technical security requirements.
  • Experience with secure facility assessments, technical design reviews, and construction-phase support.
  • Strong technical leadership, coordination, written communication, and presentation skills.
  • Ability and willingness to travel periodically in support of CONUS and OCONUS projects.

Responsibilities

  • Serve as a technical lead for secure facility design and execution, interpreting and applying ICD 705, SCIF, SAPF, OSS, TEMPEST, and related physical and technical security criteria.
  • Translate security requirements into coordinated design criteria, construction documents, specifications, technical details, and constructible solutions.
  • Lead multidisciplinary coordination with architects, engineers, technology and security specialists, contractors, and government stakeholders, including SSMs, SSOs, CTTAs, and Accrediting Officials.
  • Develop and review technical solutions for secure perimeter construction, doors and openings, penetrations, acoustic protection, access control, intrusion detection, and other physical security requirements.
  • Coordinate TEMPEST and RF mitigation strategies, including RF shielding, non-conductive breaks, waveguide-below-cutoff penetrations, power and signal filtering, grounding and bonding, and related countermeasures.
  • Conduct existing-condition surveys, facility assessments, and feasibility studies for new construction, renovation, conversion, and upgrades of secure environments.
  • Perform technical design, interdisciplinary coordination, quality-control, and constructability reviews to ensure security requirements are incorporated into project documentation.
  • Provide construction-phase technical support, including review of submittals, RFIs, shop drawings, field conditions, inspections, testing, and resolution of security-related issues; support accreditation, certification, and project closeout as applicable.
  • Support development and implementation of secure facility standards, specifications, details, tools, and best practices, while maintaining awareness of evolving government security criteria.
