The Scientist and Engineer labor category is comprised of Analysts, Engineers, and Scientists with knowledge and skills to apply a variety of analytical techniques to formulate and solve problems; plan for future technologies; conduct research and development; and define requirements for systems. Specific knowledge and expertise may be required in specialized engineering fields as detailed in Section 3 of the Performance Work Statement (PWS).

Requirements

  • FINAL Top Secret clearance (no interim) based on a Tier 5 (T5) SSBI or equivalent, current within 5 years, and enrolled in Continuous Evaluation.
  • Sensitive Compartmented Information (SCI) access and eligibility.
  • Must complete the SCI Pre-Screening Questionnaire.
  • Security Fundamentals Professional Certification (SFPC) and Special Program Security Certification (SPSC) must be completed within 2 years of employment as a condition of employment (per DoDM 3305.13).

Responsibilities

  • Oversee daily SCIF operations, including opening/closing, end-of-day checks, escorting, managing fixed facility checklists, and maintaining IC/DoD facility accreditations and construction requirements (ICD 705).
  • Execute and advise on acquisition, physical, personnel, documentation, industrial, Operations Security (OPSEC), and Communications Security (COMSEC) programs.
  • Analyze business practices, recommend process improvements, develop strategic planning reports, and integrate security into Statements of Work/RFPs via System Security Working Groups (SSWG) and Integrated Product Teams (IPT).
  • Maintain databases for the receipt, storage, inventory, and transmittal of classified information.
  • Evaluate submittals against Security Classification/Declassification Guides (SC/DG) and review DD Forms 254.
  • Establish and manage Defense Information System for Security (DISS) accounts, track classified visits and clearance levels, conduct entry/exit searches, and maintain personnel security files.
  • Develop, conduct, and support comprehensive in-house and web-based SCI security education and tracking programs.
  • Prepare for facility surveys and audits of classified holdings, maintain inspection records, and execute corrective action plans.
  • Serve as an alternate Top Secret Control Officer and/or Special Security Representative (SSR).
