About The Position

The SCA & Labor Relations Specialist provides operational support in the areas of SCA compliance and labor relations, working closely with senior HR management in supporting company goals and objectives. This position is responsible for ensuring compliance with the Services Contract Act (SCA) and supporting collective bargaining agreement requirements. The SCA & Labor Relations Specialist also supports key HR functional areas, including employee relations, employee life cycle management, retention and engagement strategies, and employment law compliance. All duties and responsibilities performed in accordance with the Core Values of Cayuse.

Requirements

  • No less than 6 years of Human Resources experience in government contracting environments, specifically specializing in Service Contract Act compliance.
  • Labor Relations experience - experience working in a unionized environment and with union avoidance campaigns.
  • Two years’ experience performing HR functions in a multi-company environment, preferred
  • Proficient with HRIS systems, Jamis preferred
  • Proficient at Microsoft Office
  • Familiarity with recruiting practices; and application & tracking systems
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Nice To Haves

  • Preferred bachelor’s degree in human resources, Business Administration, Organizational Development or similar field or eight (8) years of applicable government contracting experience in Human Resources
  • PHR, SPHR or other HR certification, preferred

Responsibilities

  • Ensure full compliance with the Service Contract Act (SCA) regarding wages, benefits, and labor classification.
  • Administer and apply wage determinations to employee compensation, including assisting Benefits & Leave Manager in tracking fringe benefits and health & welfare.
  • Maintain accurate records for auditing purposes, ensuring compliance with federal, state, and local labor laws.
  • Collaborate with payroll to ensure accurate, compliant, and timely pay for employees covered by SCA.
  • Provide guidance and training to managers and internal stakeholders on SCA requirements.
  • Interpret and apply collective bargaining agreements (CBAs) to daily operations.
  • Advises and trains program management and other stakeholders on routine and complex labor relations matters, including questions of contractual compliance, concerns related to performance issues and disciplinary actions involving union employees recommending appropriate course of action.
  • Assist in managing grievance procedures, conducting investigations and representing the company in resolving employee complaints.
  • Foster positive labor-management relations and maintain compliance with union agreements.
  • Assist in labor negotiation preparation and contract interpretation.
  • Create and maintain employee records
  • Reconcile/validate data entry to ensure data integrity/accuracy.
  • Create/support routine reporting requests for shareholders when requested
  • Recommend new processes to increase efficiency
  • Collaborate with HR Director in developing department goals, objectives and systems to enhance operational effectiveness.
  • Acts as a SME on company HR policies, procedures, programs, and laws; Partners with senior HR leadership to communicate HR policies, procedures, programs, and laws.
  • Partner with HR Director and contribute to the development and review of Human Resource policies to ensure organizational effectiveness and compliance.
  • Manage and efficiently execute multiple HR projects concurrently, tracking deadlines, dependencies, and deliverables to ensure high-quality outcomes across client engagements.
  • Responsible for submission of required reports, including government mandated employee notices
  • Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.
  • Manage employee relations issues be conducting assessments, recommending resolutions, and ensuring consistent application of company policies.
  • Participates in the conduct of investigations when employee complaints or concerns are brought forth
  • Advises managers and supervisors about the steps in the progressive discipline process. Provides guidance to managers on employment issues. Reviews disciplinary actions including counseling, disciplinary, and performance improvement actions.
  • Recommends employee relations practices necessary to promote a high level of employee morale and motivation
