About The Position

The Division of Rehabilitation Services (DRS) is the state’s lead division serving people with disabilities. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. This position serves as a labor relations specialist for the Division of Rehabilitation Services/Bureau of Home and Community Based Supports working with Individual Providers in the Home Services Program for Unemployment Claims and Worker Compensation issues and implementation of their collective bargaining agreement with Service Employees International Union (SEIU). The Division is seeking to hire a dynamic and organized manager with strong leadership and communication skills for this position.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative labor relations experience in a public or business organization.

Nice To Haves

  • Three (3) years of professional labor management experience for a public or private organization including negotiation and implementation of a collective bargaining agreement and resolution of grievances.
  • Two (2) years of professional experience working with workers compensation and risk management programs for a public or private organization.
  • Two (2) years of professional experience developing curriculum and implementing training programs in various formats including technology, accommodations, web-based training, remote learning, etc. to ensure availability, learning capabilities and accessibility of training for all audiences.
  • Two (2) years of professional experience communicating effectively, orally and in writing, with small and large internal and external audiences.
  • Two (2) years of professional experience reviewing operational protocols, policies and/or trends to determine impact, make recommendations for change and subsequent implementation planning.
  • 2 year of professional supervisory experience in supervising and managing personnel, assigning work, providing guidance to subordinates, recommending, and implementing counseling and/or discipline activities following collective bargaining agreements, training staff, approving time off and preparing and signing off on evaluations.

Responsibilities

  • Serves as the Labor Relations Specialist for the Division of Rehabilitation Services (DRS) Bureau of Home and Community Based Supports.
  • Handles grievances filed by Individual Providers.
  • Supervises staff handling Individual Provider Unemployment Claims and Worker Compensation.
  • Serves as full line supervisor.
  • Conducts special studies statewide to assess effectiveness of current resources.
  • Performs other duties as assigned which are reasonably within the scope of duties enumerated above.
