About The Position

Torch Technologies is seeking a SAP Program Security Manager to support the Joint Interagency Task Force 401 (JIATF 401). JIATF 401 serves as a focal point for the Department of War to synchronize and integrate counter-small Unmanned Aircraft Systems (C-sUAS) efforts for federal C-sUAS stakeholders. This position provides Special Access Program (SAP) and Sensitive Compartmented Information (SCI) security support to ensure effective implementation, protection, and compliance of assigned SAP portfolios and secure environments while working closely with Government and Contractor security personnel.

Requirements

  • U.S. Citizenship.
  • Bachelor's degree or equivalent experience.
  • 8+ years of related security experience supporting DoD programs.
  • TS/SCI clearance required.
  • Demonstrated experience supporting Special Access Programs (SAP).
  • Working knowledge of DoD SAP security policies, personnel security, physical security, information security, and risk management processes.

Nice To Haves

  • Experience supporting Joint or Interagency organizations.
  • Experience with DISS, SAP facility accreditation, and Security Assistance Visits (SAVs).
  • Familiarity with DoDM 5205.07 and related SAP security guidance.

Responsibilities

  • Manage the security oversight and execution of assigned SAPs, including insider threat, program protection, OPSEC, personnel, physical, and information security activities.
  • Administer day-to-day SAP and SCI security operations while ensuring compliance with applicable DoD policies, regulations, and security requirements.
  • Coordinate with Government and Contractor security personnel to develop, implement, and maintain security programs protecting assigned SAP compartments and facilities.
  • Review SAP nomination packages, evaluate personnel eligibility and continuous vetting information, and provide access recommendations to the Government Special Security Officer (GSSO).
  • Assess security risks related to personnel, facilities, information systems, and Critical Program Information (CPI), recommending appropriate mitigation measures.
  • Oversee Security Education, Training, and Awareness (SETA) programs, annual self-inspections, SAP facility inspections, and corrective action plans to maintain compliance.
  • Coordinate with Information System Authorizing Officials (AOs) to support SAP information systems, risk management activities, and Authority to Operate (ATO) requirements.
  • Investigate and report security incidents, conduct Security Assistance Visits (SAVs), and provide security guidance and recommendations to Government leadership.
