About The Position

This position is responsible for the development, promotion and management of the campus-wide health and safety program with the aim to protect the health of UBC members and the community at large. This position provides guidance and leadership in the administration of UBC safety programming and facilitate compliance with all regulatory requirements and conformance with best practices as outlined in ISO45001:2018. The position will work with UBC sites and campuses to functionally align and implement safety management practices and systems.

Requirements

  • Undergraduate degree in a relevant discipline.
  • Minimum of 4 years of experience, including at least 2 years in an area of relevant specialization, or the equivalent combination of education and experience.

Responsibilities

  • Develops, manages and consults on campus-wide safety programming, including but not limited to workplace hazard identification, evaluation, and control programs, hazard-specific training programs, Workplace Hazardous Materials Information System (WHMIS), Central Accident/Incident Reporting System (CAIRS), Joint Occupational Health and Safety Committee (JOHSC), confined space safety programs, fall protection programs, ergonomic safety, driver training, fire safety, and violence in the workplace.
  • Provides strategic leadership on the development and enhancement on the University OHS safety programs.
  • Works the Manager, Safety Program Management & Systems to plan, direct, and oversee the UBC safety management system, ensuring alignment with UBC policies, procedures, and best practices, and compliance with all applicable regulations.
  • Hires, trains, evaluates, develops and directly manages one Occupational Health and Safety Associate (M&P)
  • Builds consensus and promotes practices and procedures to support research and operational goals and needs while assisting compliance with all applicable regulations and legislation, including WorkSafeBC requirements and other applicable regulatory agencies.
  • Acts as UBC liaison with external safety regulators and related agencies
  • Promotes and fosters a campus wide safety culture
  • Provides guidance, support and advice to departmental directors, managers, supervisors, and workers regarding best practices and procedures in regard to health and safety matters.
  • Works with UBC leaders to increase health and safety awareness and integration into daily processes.
  • Acts as a resource for the UBC Senior Leadership and provides strategic and operational oversight for UBC Facilities Joint Occupational Health and Safety Committees and Local Safety Teams; attends meetings as required, provides direction, opinion, analysis, and research as required.
  • Plans and oversees the UBC safety inspection system, ensuring alignment with UBC policies, procedures, and best practices, and compliance with all applicable regulations.
  • Conducts hazard assessments and risk analyses as required.
  • Develops and facilitates OHS training, in conjunction with UBC SRS and other University departments or external service providers as required.
  • Reports deficiencies, recommends corrective actions and helps formulate action plans with unit managers.
  • Develops safe work procedures and assists in the development of unit safety policies.
  • Participates in incident/accident investigations when required.
  • Evaluates the quality of the accident investigations and assists management and safety committee members in the performance of the investigations.
  • Conducts risk-based departmental/faculty OHS reviews
  • Monitors and analyzes safety trends, incidents, and statistics for the portfolio.
  • Maintains ongoing knowledge of changes to applicable OHS legislation and emerging issues/trends in OHS management systems concepts, and analyses and communicates the impacts to affected groups.
  • Responsible for ensuring campus-wide safety programming meets regulatory requirements and ISO45001:2018 standards
  • Responsible for designing, participating in and consulting on program-specific training, risk assessment programs and special initiatives as needed
  • Responsible for training selected SRS personnel in relevant aspects of safety programming
  • In collaboration with other Safety Advisors, responsible for new initiatives and processes as required to meet OH&S regulatory and ISO45001:2018 requirements
  • Responsible for contributing to the production of reports for University Leadership as required.
  • Performs other related duties as necessary in keeping with the requirements and qualifications of the job.
