Requirements

  • Sound understanding of the Occupational Health and Safety Act and the Certificate of Recognition (COR) program.
  • Proficient in process safety management, incident/injury prevention, hazard identification, qualitative and quantitative risk analysis, and root cause analysis.
  • Ability to develop and maintain effective relationships with leadership, management, contractors, and workers in a transparent manner that builds trust, confidence, credibility, and respect.
  • Responsible self-starter with the ability to work in a fast-paced environment.
  • Excellent verbal and written communication skills, including clear and concise messages and clarification on the application of legislation, regulations, policies, practices, and procedures.
  • Collaborative approach that enables the integration of the safety management system into operations, as well as reinforce a positive safety culture, and support behavioral changes.
  • Problem solving capabilities with ability to identify, prioritize, and manage risks.
  • Proficient in computer applications including Microsoft Office programs (Word, Excel, PowerPoint, Outlook) and SharePoint.
  • Five (5) years of experience in a safety advisor capacity is required.
  • Submission of a Criminal Record Check.
  • A valid Class Five (5) Operator’s License is required as incumbent will be required to operate a personal or municipal vehicle for business use on a regular basis.

Nice To Haves

  • Experience working in a construction environment or municipal operations environment is an asset.
  • Experience working in a public-sector environment with unionized and non-unionized employees is an asset.
  • Related certificates such as National Construction Safety Officer (NCSO) certification, Certified Health and Safety Consultant (CHSC), Canadian Registered Safety Technician (CRST), Registered Occupational Hygienist (ROH), Recognized Municipal Health and Safety Advisor (RMHSA), and/or Canadian Registered Safety Professional (CRSP) designation will be considered assets.
  • Auditor certification from the Alberta Municipal Health and Safety Association (AMHSA), Incident Command System (ICS), H2S Alive, Fall Protection, Confined Space, and Ground Disturbance certifications will be considered assets.
  • An equivalent combination of education and work experience may be considered.

Responsibilities

  • Provides on-site support to ensure the effective execution of the Municipality’s Safety Management System, applicable legislation, codes or practice, and internal policies.
  • Offers guidance and support to municipal departments, with a focus on either municipal operations or contractor safety.
  • Is directly involved in daily municipal operations or municipal construction activities and maintains responsibility for safety program administration.
  • Facilitates awareness and compliance with regulations, policies, procedures, practices, industry standards, and best practices.
  • Develops and maintains relationships with all interest groups, and advocates for continuous performance improvements.
  • Provides guidance to frontline staff, contractors, supervisors, and managers on all safety management system components.
  • Assists in the development of comprehensive hazard management, incident management, and contractor management programs.
  • Conducts research and provides recommendations to support compliance with regulations, industry standards, and best practices.
  • Supports the development of policies and practices.
  • Is responsible for developing procedures, analyzing data, measuring performance, and assessing system effectiveness.
  • Assists in identifying, prioritizing, and managing safety-related risks.
  • Resolves related enquiries and concerns with the support of the safety team.
  • Conducts positive interventions, inspections, audits, and investigations.
  • Identifies trends, gaps, and best practices.
  • Supports and/or delivers safety orientations, training, and coaching.
  • Ensures the effective implementation of preventative measures, action items, and recommendations.
  • Facilitates safety related engagements such as safety meetings and toolbox talks.
  • When supporting contractor safety, participates in construction site meetings and operations to ensure that construction activities are being carried out safely, and as per health and safety requirements, standards, policies, and procedures identified.
