About The Position

AVI Health & Community Services (AVI) is a multi-disciplinary community-based HIV, hepatitis C and harm reduction services provider with 5 locations across Vancouver Island. The SAFER program, located on the territories of the Ləkʷəŋən peoples, offers a flexible, community-based harm reduction approach by providing prescribed alternatives to the toxic drug supply. The SAFER Clinic Care Manager (CCM) is the consistent point person onsite, ensuring participants receive compassionate, relational support and clear communication. This role coordinates access to clinical and non-clinical services, maintains smooth daily clinic operations, and is responsible for the performance management of non-clinical staff. The CCM provides relational, harm reduction-based leadership and supervision, guiding psychosocial support work and coaching performance. They support staff and participants with diverse, intersecting identities, always maintaining a trauma-informed approach grounded in cultural humility. The CCM collaborates with the Nurse Manager and Clinical Director to align clinic operations with program goals, promoting dignity and respect for all participants.

Requirements

  • University degree at bachelor’s level in a relevant field (e.g., Education, Social Work, Social Sciences) or an equivalent combination of related experience and education.
  • 5-7 years of demonstrated senior leadership with program management and supervision of a diverse staff team, preferably within a non-profit or community-based organization.
  • 5-10 years of direct front-line service delivery experience, particularly in harm reduction approaches, including program development and direct service delivery with clients/participants.
  • Ability to establish empathic, supportive, supervisory relationships with clear and mutually defined boundaries, grounded in harm reduction, understanding of trauma impacts, mentoring, feedback, and skills development.
  • Demonstrated experience in managing human resources in a union environment.
  • Demonstrated understanding of and ability to meet employer legal and regulatory obligations (WorkSafe BC, Employment Standards Act, Human Rights Act).
  • Demonstrated commitment to social justice principles and practices, including harm reduction, anti-racism, decolonization, combating stigma related to drug use, HIV, hepatitis C, and challenging gendered oppression, ableism, homophobia, and transphobia.
  • Experience working in solidarity with diverse populations including people who are criminalized for their drug use; people who are denied housing/precariously housed/warehoused; racialized identities; Indigenous & Metis persons; LGBTQI2S+ identities; sex workers; people with disabilities.
  • Training or experience in anti-racism with a demonstrated commitment to anti-colonial practice.
  • Strong understanding of colonialism and its intergenerational impacts on Indigenous Peoples.
  • Knowledge of local Indigenous and non-Indigenous social services, including housing, income, and food security supports.
  • Experience managing hostile interactions, utilizing non-violent communication and diffusing techniques.
  • Demonstrated understanding of and willingness to approach the work, staff, and participants with humility.
  • First Aid training and experience responding to critical incidents including overdose/toxic drug poisoning.
  • Employment subject to criminal record check for working with vulnerable populations.

Responsibilities

  • Contributes to the overall strategic leadership, program vision, and oversight for SAFER, ensuring alignment with program objectives, government policy and AVI Health & Community Services mission, values, and organizational priorities.
  • Manages the daily flow and operations of the SAFER Clinic, including working alongside other staff, providing leadership in non-medical aspects, and ensuring a welcoming, relational, and empathetic environment.
  • Ensures participants are following the Community Safety Agreement.
  • Responsible for performance management with frontline staff, including goal setting, coaching, mentoring, providing regular feedback, assessing performance, and managing discipline processes.
  • Supports staff through regular one-on-one check-ins and team meetings, and problem-solves challenging situations.
  • Contributes to mentorship and modeling of practice for staff that is in line with principles of social justice, trauma-informed care, and cultural humility.
  • Schedules program staff, including collaboration with the Nurse Manager and Clinical Nurse Lead (CNL), to ensure appropriate staffing levels and accurate shift recording using ComVita.
  • Collaborates with Nurse Manager and CNL to schedule, coordinate, and facilitate staff meetings and trainings.
  • Collaborates with CNL and Systems Navigators to conduct case conferences with Prescribers.
  • Manages the recruitment, hiring, and orientation of non-clinical staff and ensures competencies are met.
  • Maintains the safety of all program spaces by following protocols related to violence prevention and critical incidents.
  • Develops, implements, and manages administrative and operational policies and procedures.
  • Develops and maintains relationships with community partners, participates in relevant committees, and acts as a representative for SAFER with the clinic landlord, co-tenants, and neighborhood association.
  • Manages the collection of statistical data for program funders and prepares detailed funding reports.
  • Alongside the Nurse Manager, tracks and responds to issues raised by the Occupational Health and Safety committee and implements recommendations.
  • Monitors expenditures related to program budgets in collaboration with Nurse Manager and reviews and authorizes credit card and petty cash use.
  • Performs other duties as directed and required.
