About The Position

The primary purpose of the RHTP Cross Initiative Program Lead is to provide advanced programmatic leadership, high-level policy direction, and strategic oversight for Oregon’s Rural Health Transformation Program (RHTP). The position holds primary responsibility of developing, implementing, evaluating, and continuously refining the statewide programmatic framework for disbursing federal funds to partners via grants and contracts in support of RHTP Initiatives. The position interprets and applies complex federal CMS requirements to develop Oregon’s RHTP policies, develops programmatic frameworks and funding methodologies, analyzes state procurement statutes and researches the health needs of rural Oregon to design compliant and strategically aligned funding opportunities that advance Oregon’s rural health objectives. Because federal funding and associated requirements will be renewed and updated annually, with the potential for substantial variance year-to-year, ongoing program development, strategic planning, and policy analysis are required to adapt statewide implementation approaches throughout the five-year lifecycle of the program and will be led by this individual. The Cross Initiative Program Lead serves as OHA’s senior program lead for the RHTP Policy and Program (P&P) Section and advises the RHTP Manager for P&P on implementation of the five RHTP Initiatives: Healthy Communities and Prevention; Workforce Capacity and Resilience; Technology and Data Modernization; Regional Partnerships and System Transformation; and, to a lesser extent, the Tribal Initiative. The position exercises delegated authority to establish cross-initiative program frameworks, policy direction, funding methodologies, performance expectations, and operational parameters; provides strategic analysis and recommendations to RHTP and OHA executive leadership; and leads coordination with internal and external partners, including CMS, the Office of Contracts and Procurement, legislative fiscal staff, and other partners. The position exercises substantial independent judgment to address complex policy, fiscal, procurement, and regulatory issues and to ensure statewide implementation remains compliant with federal requirements and aligned with Oregon’s rural health objectives. The frameworks, policies, and strategies developed by this position will guide implementation of nearly $1 billion in projected federal funding over the five-year grant period and directly influence CMS approval, procurement strategy, fiscal integrity, and the long-term sustainability of Oregon’s rural health transformation efforts.

Requirements

• A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for knowledge and skills; and five years’ experience coordinating or administering a program OR; Any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification.

• Advanced proficiency in analyzing complex technical, fiscal, regulatory, and programmatic information; identifying risks and solutions; and recommending policy or program adjustments that support organizational and statewide objectives.
• Proven capability in interpreting and applying federal requirements, including CMS regulations, guidance, and reporting requirements, to state policy development, program implementation, funding decisions, and compliance strategies.
• Strong background in Oregon’s health care system, with demonstrated expertise or experience related to rural health, rural health transformation, or other complex health care policy and program initiatives.

Responsibilities
