The Operations Analyst, reporting to the Manager, RTR Payment System Operations, is responsible for executing defined operational processes and procedures related to the RTR and NPFS systems, managing risk, and exercising good judgment. This role is a key subject matter expert on RTR operations, providing system monitoring, analysis, and recommendations based on expertise and research.

Requirements

  • Post-secondary education in a relevant area.
  • Minimum of three (3) years of progressive experience in a business operations, administration, economics, or policy related position.
  • Experience in establishing and maintaining effective relationships with internal and external stakeholders.
  • Experience in or understanding of project management principles.
  • Ability to work outside of regular working hours based on operational requirements.
  • Ability to participate in an on-call rotation.
  • Occasional travel may be required.
  • Eligibility to obtain and maintain appropriate, company specified security clearances, including successfully completing enhanced background checks that may be carried out by Payments Canada.
  • Strong presentation and business communication skills including a keen sense of organizational awareness.
  • Knowledge of the Canadian Payments Industry, in particular the Canadian Payments Clearing and Settlement Systems.
  • Knowledge of project management strategies and principles.
  • Ability to perform research, conduct analysis and present findings.

Responsibilities

  • Analyze RTR Business processes and their impacts on Participants and stakeholders in order to propose solutions to identify problems and identify opportunities for service improvements.
  • Conduct ongoing Business Operations, Support, and monitoring of the RTR System.
  • Provide on-call support as needed to support operations and ensure timely and accurate follow-up and reporting of all participant and Payments Canada system incidents.
  • Perform in depth research and analysis in support of projects and other related work items to provide advice and recommendations to RTR Payments System Management.
  • Provide a business interface between RTR Operations, Technical System Operators and Support teams and other external stakeholders, ensuring that issues impacting Participants or Payments Canada are identified, constructive questioning of business, operational and policy implications is completed, and resolutions analyzed.
  • Develop a strong understanding of Payments Canada’s by-laws, rules and standards to ensure operational excellence.
  • Conduct research to promptly respond to public inquiries related to payments and Payments Canada rules and standards.
  • Contribute to the continual improvement of the RTR System Operations team by proactively identifying, documenting and sharing process improvement opportunities.
  • Execute the operations, monitoring, and oversight of RTR business processes and activities.
  • Participating in on-call schedule for Operational Support of all RTR operational incidents and events.
  • Work closely with the RTR Payments System Operations (RPOC) team to ensure smooth service delivery.
  • Support small, cross-functional teams to support the coordination and execution of operational projects and annual initiatives.
  • Obtain data from multiple sources, analyzing information to develop reliable fact-based reports in support of various operational initiatives and ongoing activities.
  • Manage work related to assigned RTR task forces, committees and working groups, including agenda management and acting as Secretary or Chair, undertaking research and analysis when required.
  • Develop a strong understanding of Payments Canada payment systems and payment functions including how Payments Canada systems interact with other FMIs and participant systems.
  • Share subject matter expertise internally with colleagues to help ensure adequate cross training for critical functions.
  • Coordinate work related to assigned Payments Canada task forces, working groups or committees including coordinating meetings, preparing reports and meeting minutes and undertaking research and analysis when required.
  • Assist internal Payments Canada teams responsible for delivery of the Quarterly Operational Health report and other related reports, including innovating and improving on the depth and quality of the team’s reporting for various internal and external audiences.
  • Interface with and provide timely, accurate information to various corporate reporting teams (e.g., risk and security, compliance, research).
  • Assist with key reporting activities, including the annual tiered participation reporting.
  • Represent the team on internal and external committees, acting as the liaison between members and/or other Payments Canada divisions and the RTR Operations team.
  • Collaborate on project teams to support the coordination and execution of operational projects and annual initiatives.
  • Spend a minimum of five (5) to 10 days annually on professional development in order to maintain the skills required in the performance of the duties associated with this position; for example: in house training, cross training with peers and/or superiors, self-study, technical reading, external courses and/or seminars.
