About The Position

Incumbents in this three-level classification series are primarily responsible for maintaining and repairing roadways, shoulders, culverts, and ditches. They operate gas or diesel-powered engineering and construction equipment to cut, move, dig, grade, and roll such materials as asphalt, dirt, mud, gravel, sand, snow, stone, debris, fallen trees, etc. At this level, employees take on more independent tasks and regularly operate medium to heavy-sized equipment for road repair, hazard removal, and material transport. They ensure work zone safety, assist in training new employees, and contribute to the overall efficiency of road maintenance operations. This job is considered essential for operations, deems the individuals designated in the role as critical to operations during periods of reduced or suspended operations, such as during emergencies, severe weather, or curtailment and closure events. These individuals are expected to report to work, even if the primary business functions are curtailed or shut down, because their core job duties cannot be performed remotely and are necessary for continued critical operations. This is crucial for maintaining public safety and vital services during emergencies or disruptions.

Requirements

  • High School diploma or equivalent.
  • One (1) year of progressively responsible experience in the operation of medium-sized road maintenance equipment.
  • At the time of the appointment, must possess a valid Oregon driver’s license and maintain an acceptable driving record.
  • Requires an Oregon Class A commercial driver’s license.
  • May be required to possess an Oregon pesticide applicator’s license if weed control duties are assigned.
  • Within four (4) months must possess traffic control, first-aid, and CPR certifications.
  • Must pass a pre-employment criminal history background investigation.
  • Must pass a pre-employment, post offer drug/alcohol screening.
  • Thorough knowledge of the purpose and limitations of the full variety of light and medium equipment identified above as well as attachments.
  • Knowledge of the practices and procedures used in road and pavement maintenance, drainage, signage, and guardrails.
  • Knowledge of daily equipment inspections, recognizing wear and tear, and identifying necessary maintenance.
  • Knowledge of safety rules to avoid injury to self and others or damage to equipment.
  • Knowledge of traffic laws governing the operation of motor vehicles and equipment on county roads.
  • Knowledge of CDL regulations and requirements for safe truck operation.
  • Skill in the operation of the full variety of light and medium road maintenance equipment noted above in a variety of terrains and weather conditions.
  • Skill in operating trucks and heavy equipment with precision and care in various conditions.
  • Skill in applying safety protocols and paying close attention to detail when operating equipment or working in high-risk environments.
  • Skill in performing minor equipment maintenance and limited repairs.
  • Ability to communicate effectively orally with other employees, public, and contractors.
  • Ability to remain calm and use good judgment during confrontational or high-pressure situations that may arise in the course of public contact or unexpected worksite developments.
  • Ability to work in a team environment.
  • Ability to understand the scope of the work at hand and use initiative and judgment to complete assignments, resolve problems, and manage time effectively.
  • Ability to attend and apply knowledge from ongoing training sessions to remain updated on road maintenance laws and procedures.
  • Ability to meet and work effectively with other employees and the public.

Responsibilities

  • Operate substantially all of the following medium to heavy-sized equipment on a regular and recurring basis: Asphalt hotbox, Asphalt zipper, Backhoe, Bucket truck, Dump truck, Excavator (up to 30,000 pounds), Loader, Mower, Personnel hoist, Power broom, Roller (small), Skid steer, and Woodchipper.
  • Flag work zones; place and remove temporary traffic control signs, divert, warn and direct traffic around hazards or crews working in roadway.
  • Operate vehicles not requiring a commercial driver’s license, such as pickups and forklifts.
  • Operate hand power tools such as weed eaters, blowers, augers, and chainsaws that have bar lengths less than 32-inches.
  • Perform all activities in support of road maintenance functions including manual labor: cleaning and installing culverts; cleaning shoulders and ditches; installing and repairing fences, install and maintain road signs, and guardrails; cutting, removing and burning brush; serve as traffic flagger.
  • May perform manual tasks on asphalt patching or paving crew; remove loose material, spread sand or asphalt, hand sweep gravel from areas to be patched.
  • May provide ground support for equipment operators by assisting with material handling, clearing debris, and ensuring worksite readiness.
  • Ensure proper work zone safety by marking areas with proper signs and flaggers as needed, maintaining clear communication with the public.
  • Work collaboratively as a team to complete road maintenance projects efficiently and safely.
  • Serve in an on-call status for emergencies.
  • Remove road hazards such as dead animals, branches, etc.
  • Perform pre-trip inspections and minor maintenance on assigned equipment ensuring proper function and safety before use.
  • Must follow established policy and procedures in operating and inspecting all equipment.
  • Identify, report, and mitigate hazards such as fallen trees, flooding, and damaged roadways.
  • Performs additional duties as assigned.
