About The Position

The Division of Banks is currently accepting applications for the Risk Management Examiner I position in the Depository Institution Supervision – Bank Risk Management Examinations Unit. This role will be conducting financial safety and soundness examinations in Massachusetts state-chartered banks. The selected candidate will participate in Risk Management Examinations of Massachusetts State-Chartered banks, reviewing financial records, meeting with bank staff, and contributing to the examination report. This position offers meaningful public service experience and contributes to ensuring the Massachusetts financial services landscape is in a sound financial condition. The Division maintains public confidence in Massachusetts financial institutions through the oversight of state-chartered banks and credit unions as well as non-depository licensees doing business in Massachusetts. The majority of the Division's employees are Examiners who conduct a variety of on-site and off-site examinations of financial institutions and licensed entities under the Division's jurisdiction. Requirements

  • At least one year of full-time, or equivalent part-time, professional experience in accounting, auditing, or bank examining work.
  • Strong analytical, multi-tasking, writing, and communication skills.
  • Willing and able to travel throughout Massachusetts and travel out-of-state with some overnight stay (dependable way to travel to multiple sites around Massachusetts is required; driver’s license and access to a vehicle are recommended).
  • Incumbents are required to travel throughout the Commonwealth of Massachusetts and travel out-of-state with some overnight stay.

Nice To Haves

  • Experience in commercial banking or credit unions; accounting, auditing or consulting in the financial services industries.
  • Familiarity with BSA/AML, trust, or information technology.
  • Candidates with previous examiner experience in a financial regulatory agency who have received certifications are encouraged to apply.
  • Certain examination experience and certification may qualify candidates for a higher examiner level.

Responsibilities

  • Conducting financial safety and soundness examinations in Massachusetts state-chartered banks.
  • Participate in Risk Management Examinations of Massachusetts State-Chartered banks, reviewing financial records, meeting with bank staff, and contributing to the examination report.
  • Assess compliance with accounting practices and/or applicable laws and regulations.
  • Analyze financial statements, policies and procedures, and interview bank or credit union staff.
  • Participate in team examinations.
  • Gain knowledge of the examination areas.
  • Attend state and federal regulatory training programs.
  • Assist in the analysis of financial institutions by analyzing financial documents and reports; reviewing policies and procedures; performing data analysis to determine solvency; and assessing proper safeguards and internal controls, and conformance with generally accepted accounting principles and compliance with applicable laws, rules and regulations.
  • Analyze quarterly financial condition (call) reports, balance sheets and income statements; determine the impact of an institution’s loan and investment portfolios on its financial condition; identify asset and funding concentrations in accordance with regulatory guidance; and calculate ratios pertinent to an institution’s financial soundness for various rating system components.
  • Assist in the preparation of sections of the Examination Report and detailed work papers in an accurate and timely manner.
  • Confer with other state and federal agencies and audit/consulting firms as part of the examination process.
  • Communicate examination findings with internal and external leadership/stakeholders, both orally and written.
  • Participate in formal and on-the-job training.

Staff are expected to be on-site at a Division office, regulated entity, or at training at least once per pay period (every two weeks). Additional in-person attendance may be required based on examination activities or operational needs.
