About The Position

This is entry-level administrative support work in the receipt and processing of revenues and payments and preparing and issuing related documents. The work requires knowledge of techniques, methods, and procedures used in the receipt and processing of driver’s licenses, taxes, fees, bills and related payments which involves the use of specialized skills which is learned on the job or through specialized training. Contacts require skills in understanding and/or influencing people and are important in explaining rules and regulations and providing services, including skills of persuasiveness, assertiveness and sensitivity to others point of view that are required to influence behavior, change an opinion or turn a situation around. The work is semi-routine in that tasks are covered by procedures or precedents, but some latitude is permitted to consider the most appropriate method, technique, or procedure to follow. The work is performed in an office environment. Operates motor vehicles. Operates personal computers using word processing, spreadsheets, and databases, copiers, validators, and other standard office equipment. The physical demands consist mainly of sitting or standing in one place for extended periods of time and may occasionally require lifting or moving light objects weighing less than 20 pounds. The work is performed under general supervision where the work is subject to instructions and established work routines and procedures, and the worker is given latitude to rearrange the sequence based on changing work situations or workflow.

Requirements

  • Two years of education and/or experience in cash handling, data entry and face-to-face customer service contact dealing with the public.
  • A valid driver’s license is required prior to appointment and must be maintained.
  • City of Jacksonville Public Driver Certification must qualify for prior to appointment, obtain, and maintain during employment.
  • Knowledge of the laws, rules, regulations and procedures governing the receipt and processing of taxes, fees, fines, bills and related payments.
  • Knowledge of office practices and procedures.
  • Skill in operating computers and various standard office equipment.
  • Ability to simultaneously listen, communicate, interpret and enter data into a computer terminal with accuracy and speed.
  • Ability to learn the laws, rules, regulations and procedures governing the receipt and processing of taxes, fees, bills and related payments.
  • Ability to learn the procedures used in preparing and issuing permits, registrations, tags, titles, liens, licenses, and related documents.
  • Ability to receive and process payments and prepare and issue a variety of documents.
  • Ability to read and verify the accuracy and completeness of documents.
  • Ability to code, enter and retrieve data using computers.
  • Ability to operate motor vehicles.
  • Ability to operate personal computers using word processing, spreadsheets, and databases, copiers, validators, and other standard office equipment.

Nice To Haves

  • High school graduate or equivalent is preferred.
  • Depending upon assignment, may be required to possess a State certification as a Driver’s License Examiner.

Responsibilities

  • Assists the public by providing respectful, courteous and knowledgeable customer service, via face to face, phone, letter, fax and/or email effectively and efficiently.
  • Determines customer’s need and acts as an advocate to complete all transactions.
  • Receives and processes payments for taxes, fees, bills and other payments and prepares and issues receipts.
  • Prepares and issues routine motor vehicle registration and tag renewals, animal, hunting and fishing, titles, driver licenses and related documents.
  • Reviews application forms and verifies for accuracy and completeness.
  • Verifies authenticity of legal documents and determines an individual’s legal presence in this state/county.
  • Codes, verifies, enters, and retrieves data using computers and other standard office equipment.
  • Responds to inquiries from the public by researching and providing information concerning fees, bills, permits, registrations, tags, titles, licenses and related matters.
  • Administers driver license skills road test, when needed.
  • Balances cash receipts daily.
  • Trains less experienced staff in the processes and procedures of each transaction.
  • Files correspondence, documents, and related information.
  • May type forms, letters and correspondence.
  • Operates motor vehicles.
  • Operates personal computers using word processing, spreadsheets, and databases, copiers, validators, and other standard office equipment.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.
