About The Position

Citi is seeking a seasoned Retail Banking Design & Construction Program Manager to lead the planning, delivery, and performance of its retail branch network across the West Coast, playing a central role in Citi's strategic repositioning to define the next generation of digital banking. Reporting to the Program Director for Retail Design and Construction, this Vice President-level role partners closely with US Personal Banking to shape and execute a large-scale retail program that brings innovative branch design and strategic branding to life. This is a high-impact opportunity to lead multi-million-dollar construction programs within a globally connected real estate function at one of the world's leading financial institutions.

Requirements

  • 5–10 years of experience in retail construction management, with a demonstrated history of delivering multi-million-dollar projects on time and within budget.
  • At least 5 years of experience managing project management staff and outsourced delivery teams across complex, large-scale programs.
  • Thorough knowledge of the retail banking sector and the ability to align construction delivery with strategic branding and evolving industry standards.
  • Skilled at engaging and influencing senior stakeholders, cross-functional teams, and external partners through clear written, verbal, and presentation communication.
  • Ability to analyze bids, evaluate contractor qualifications, and review requests for proposals across construction, consulting, and vendor services.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint), Microsoft Project, and industry-standard project management tools.
  • Bachelor's degree in a relevant field.

  • Experience working within or alongside financial services organizations.
  • Familiarity with green building standards such as LEED, Energy Star, or Net Zero frameworks.
  • Experience navigating governmental and non-governmental permitting authorities across multiple jurisdictions.

Responsibilities

  • Lead the end-to-end delivery of retail branch construction and design projects across the region, ensuring all timelines, specifications, quality standards, and budgets are met within approved parameters.
  • Manage outsourced project management providers and external vendors, holding them accountable to consistent, high-quality delivery standards across the portfolio.
  • Develop and maintain comprehensive project plans covering scope, schedule, cost, quality, risk, communication, and roles — securing stakeholder commitment at each stage.
  • Coordinate with Capital Projects, Real Estate, Finance, Strategy, and Citi Realty Services teams to advance project approvals, capital expenditure proposals, and portfolio-level budget forecasting.
  • Oversee compliance with corporate and jurisdictional requirements, including construction permits, design approvals, fire safety, sanitary standards, and premises occupation conditions.
  • Drive the sustainability strategy for retail construction, embedding best practices for green building and overseeing benchmarking programs including LEED Certification, Energy Star, and Net Zero targets.
  • Build and maintain executive reporting processes, including dashboard reporting, performance metrics linked to retail real estate outcomes, and monthly management reviews.
