Requirements

  • Master's degree (Bac+5), ideally in law, international relations, business, or an engineering school with a specialization or interest in regulatory and industrial issues.
  • At least 5 years of experience in export control, acquired in a similar environment or role in an international context covering EU, US, and Asian regulations.
  • In-depth mastery of French and European Union international trade and export control regulations, and US and Asian extraterritorial regulations.
  • Good industrial knowledge, interest in technical environments, and the ability to communicate effectively with technical stakeholders (engineers).
  • Demonstrated experience in independently managing complex cases.
  • Documentary rigor (traceability, completeness).
  • Interpersonal skills, ability to simplify complex information, and synthesis skills.
  • English level C1 indispensable.

Nice To Haves

  • A certification (e.g., ECTI ECoP) would be an asset.

Responsibilities

  • Define, draft, implement, and deploy the company's export control and international sanctions compliance policy and program (ICP).
  • Independently manage export control cases, including analysis of flows, classification of equipment, software, and technologies, preparation and assistance with filing export or re-export license applications with competent authorities, and follow-up of exchanges in collaboration with operational teams and in liaison with competent authorities.
  • Ensure the obtaining and validity of End-User Certificates.
  • Implement and supervise the screening process for clients, suppliers, intermediaries, and partners against international sanctions lists and suggest, control, and monitor the implementation and use of an automated screening tool for this purpose.
  • Ensure the application of European, French, and extraterritorial regulations (particularly EU, USA, and Asia) concerning the Group's sensitive equipment, software, and technologies.
  • Intervene early in projects, from the offer phase, to anticipate authorization needs, identify risks related to partners or restricted flows, and secure contractual commitments.
  • Develop Key Performance/Risks Indicators to monitor compliance with international export control and sanctions regulations, conduct risk assessments, and define appropriate responses. Investigate potential violations, write incident reports, and manage corrective actions. Supervise audits and evaluations. Implement any continuous improvement measures.
  • Provide transversal regulatory support to support functions (Legal, Sales, Purchasing, Security, Innovation, Business Lines, IT, Logistics, HR, Legal, etc.) on contractual clauses, export clauses, or aspects related to international sanctions.
  • Conduct continuous regulatory monitoring to identify and address potential impacts on Soitec's activities, while alerting management to risk exposures and influencing regulators and professional associations on regulations impacting the Group.
  • Raise awareness and train internal teams regularly, simplifying complex issues for non-specialist audiences.
  • Lead the network of correspondents composed of representatives from various departments (Sales, Purchasing, Security, Innovation, Business Lines, IT, Logistics, HR, Legal, etc.).
