About The Position

SYSTRA Canada, a global leader in transport infrastructure engineering and consulting, is seeking a Commercial Proposal Manager to join its Business Development team. This role is responsible for developing 'Transport' proposals across Canada, from identifying client needs to contract finalization. The position reports to the Director of Tenders and collaborates with three business units.

Requirements

  • Engineering or Business degree.
  • 5 to 10 years of experience in a tender response role within the transport sector and/or a professional services firm.
  • Proficiency in English and French (written and spoken); English is necessary due to activities outside Quebec.
  • Strong results orientation with a proven ability to independently lead strategic projects.
  • Excellent communication and negotiation skills, with remarkable interpersonal ease.
  • High level of rigor, precision, and organizational skills to manage complex schedules and technical details.
  • Analytical and synthesis capabilities, with strategic vision and the ability to formalize effective action plans.
  • Good team spirit and ability to work in a multicultural environment to manage complex projects in short periods.

Responsibilities

  • Manage and lead large-scale, strategic tender projects, aligning business objectives with client needs.
  • Collaborate with various stakeholders (technical contributors, finance, legal, sales, HSE, quality, general management, and external partners) to complete all stages of the tender process, producing technically sound and financially competitive proposals.
  • Utilize interpersonal skills to inspire and persuade stakeholders.
  • Prepare turnkey proposals covering a full range of services (Consulting, design, owner's engineering, etc.) and contractual models (Traditional design, design-build, progressive design-build).
  • Monitor timelines, proposal costs, and internal validation procedures.
  • Coordinate with subject matter experts from the wider SYSTRA group (internal tender team network) to continuously improve proposal content and process performance by sharing lessons learned and best practices.
  • Participate in market studies and strategic plan development in collaboration with Marketing teams (Market analysis and strategy).
