About The Position

The Resource Manager plays a strategic role in aligning workforce planning with portfolio delivery across the technology organization. This role is responsible for leading enterprise-wide resource forecasting, capacity planning, and demand management efforts to partner with delivery teams and providing information to ensure the right people are in place to execute key initiatives. The Resource Manager will collaborate closely with project managers, department leads, finance partners, and business stakeholders to maintain a real-time view of resource availability and project demand. This includes managing and optimizing resource assignments, identifying capacity gaps, resolving resourcing conflicts and supporting strategic workforce planning. In addition to traditional resourcing responsibilities, this role will be accountable for validating available budget prior to resource assignment and providing appropriate budget funding codes for all new projects entering the portfolio. The Resource Manager will help the delivery teams ensure that project staffing aligns not only with capacity but also with approved financial plans. They will partner with finance and portfolio teams to ensure funding is confirmed and traceable, supporting compliance and cost accountability across the organization. This individual will also drive continuous improvement in resourcing processes by defining standard procedures, ensuring data integrity across systems, and coaching teams on effective use of resourcing tools, optimize operational workflows, and ensure alignment to portfolio governance frameworks. Additionally, this individual must have a strong understanding of portfolio governance, resource modeling (across Agile and Waterfall environments), and financial controls. They will also play a key role in process optimization, reporting automation, and maturing the overall resource management function.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Human Resources or a related field.
  • 3-8+ years of experience in resource management or project delivery or contract/vendor management
  • Strong understanding of capacity planning, demand forecasting, and workforce management with the ability to document processes
  • Experience with enterprise PPM/ERP tools (e.g., Planview, Clarity, Workday) and Developer Tools like Confluence, Jira, Lucid, etc.
  • Experience in Development Frameworks including Agile at Scale or SAFe frameworks (especially for tech organizations
  • Ability to influence stakeholders and facilitate cross-functional alignment
  • Excellent data analysis and reporting capabilities (Excel, Power BI, etc.)
  • Strong presentation and executive communication skills
  • Excellent leadership, and interpersonal skills.

Responsibilities

  • Lead and own the enterprise-level resource planning process for technology teams
  • Establish and document standardized resource management processes across Agile, Waterfall, and Hybrid delivery models
  • Track and report on estimates vs. actuals to support forecasting accuracy
  • Set up project codes and funding structures in the Strategic Portfolio Management (SPM) tool, including governance around intake and approval
  • Validate budgets and assign funding codes to new projects
  • Drive reporting for resource capacity, demand, and utilization
  • Manage contractor resource allocations, monitor SOW consumption, forecast funding needs, and provide recommendations regarding vendor utilization and contract renewals.
  • Analyze headcount needs based on skills, roles, and capacity gaps
  • Collaborate with finance, HR, and delivery leaders to align resource plans with forecasts
  • Build and maintain forecasting models and dashboards for leadership use
  • Facilitate strategic conversations on workforce planning and resource constraints
  • Coach project coordinators and delivery teams on resourcing processes and compliance
  • Support scenario planning and impact analysis for staffing decisions
  • Promote adoption of tools and processes that improve visibility and data accuracy
  • Ensure resource data integrity across systems and support reporting automation
  • Align accounting journal entries with DT and Finance teams as needed
  • Recommend improvements to reduce risk from single points of failure and resource peaks
  • Define and maintain resource management standards, governance processes, and operating procedures across the technology organization.
  • Establish KPIs for forecasting accuracy, resource utilization, capacity planning effectiveness, and demand fulfillment.
  • Provide executive recommendations regarding workforce strategy, contractor utilization, staffing models, and capacity investments.
  • Partner with Technology and Finance leadership to support annual planning, budget development, and workforce forecasting activities.
  • Identify organizational capacity risks and recommend mitigation strategies to support portfolio delivery objectives.
