NW Natural has a fully centralized work management structure for the oversight of all our field operations. This means that all work performed out in the “field” by our construction crews and technicians is planned, scheduled, and assigned to the field by the Resource Management Specialist (RMS) position, in the Resource Management Center (RMC). The RMS’s purpose is to support the safe, reliable, and cost-effective delivery of natural gas to our customers by forecasting and coordinating schedules for field personnel in all aspects of NW Natural’s field operations, including customer service, system maintenance, construction, and restoration, locates, standbys and emergency response, based on workforce availability, geographic optimization and schedule management.

Requirements

  • 1 to 2 years of a combination of experience in resource management, planning, and deployment, logistics management, project management, data analytics, or experience in NWN field or field related positions.
  • Ability to establish and maintain effective relationships with internal and external stakeholders and gain trust and respect.
  • Ability to provide user support for the various systems used in the RMC; communications and interactions with all levels of users from entry to expert and both internal as well as external application users; demonstrates end-user perspective, patience, and a desire to help people.
  • Proven presentation skills to effectively conduct training for small and large groups of technical experts.
  • Ability to train personnel on system use and functionality; create and prepare training materials; provide both entry and system upgrade training for users; document training. May require travel to the various Resource Centers.
  • Adept problem-solving skills, including the ability to think analytically and logically, understand and apply business processes, and make decisions based on relevant information and an understanding of impact; proven attention to detail.
  • Must be able to analyze and act on multiple emergent demands occurring simultaneously in a dynamic and ever-changing environment.
  • Demonstrated ability to communicate and collaborate with various stakeholders to ensure cooperation and alignment.
  • Excellent customer service both internally and externally, and to communicate effectively, both verbally and in written form.
  • Ability to work in a team environment, collaborating with others to ensure targets and goals are met.
  • Proficient in work management and MS Office or similar technology, including spreadsheet, word processing, and project management. Strong research, data collection and data analysis skills.
  • Personal availability to respond immediately to emergency situations and staffing requirements.

Nice To Haves

  • 3+ years of experience required for Level 2.
  • Bachelor’s degree, applicable certification or equivalent education preferred.

Responsibilities

  • Builds personnel schedules and monitors resources to ensure adequate resources are available to perform planned work.
  • Ensures the effective and safe assignment of work and field resources across business units and geographical areas for maximum efficiency.
  • Administers staffing and resources, responds to emergencies during business and non-business hours and ensures daily business needs and projects are managed in a timely manner.
  • Integrates information from work forecasts and plans into day-to-day operations and decision making in RMC to support effective and efficient management of the work and resources.
  • Routinely coaches and, guides and mentors field supervisors on RMC processes and procedures. Makes planning recommendations to stakeholders regarding the best allocation of internal resources.
  • Manages employee absences, physical restrictions, and attendance, including collecting required information, directing employees of actions they need to take, and partnering with supervisors and HR on appropriate action.
  • Works closely with various stakeholders when scheduling field employees for time away from the regular scheduled duties while managing diverging company priorities and maintaining the appropriate amount of field resources to complete work. Communicates accordingly with all levels of the organization and demonstrates the ability to recognize and maintain confidentiality of sensitive information.
  • Utilizes PC skills to generate and coordinate the preparation of a wide variety of reports using Microsoft Office Suite, Clevest, and Workforce.
  • Applies and maintains knowledge of field and business operations, current policies, procedures, practices. Adheres to organizational, local, state, and federal guidelines. Other duties as assigned.
  • Acts as a technical resource for others. Provides classroom and informal training to new system users, and to existing users for new releases and/or changes. Develops, maintains, and evolves system training materials for RMPs and other users as needed.
  • Partners with BAS team members along with IT&S to troubleshoot issues and design solutions for the RMC to ensure that end users are using applications effectively/appropriately.
  • Manages travel process and coordination for field employees traveling out of town for planned or emergency work.
  • Administers and promotes the philosophies and directives of the Collective Bargaining Agreement.
  • Demonstrates appropriate leadership and decision-making behaviors; maintains technical job knowledge and personal skill development.
  • Participate as a subject matter expert for audit preparation, data gathering to demonstrate compliance.
