About The Position

We are seeking an outstanding professional Residential Appraiser who has advanced experience appraising residential properties for ad valorem taxation purposes. The ideal candidate will be able to assist with the implementation of goals and objectives and help serve the public by carrying out all mandated functions with integrity, accountability and accuracy while providing the highest standards of customer service. This position is part of the Division of Assessment, Taxation and Recording (DART), within the Department of County Management (DCM). DART strives to ensure the stability and quality of life for our community by providing local government with the revenues necessary to fund essential services. Requirements

  • Associate of Arts degree; experience may substitute for a degree
  • Two (2) years of residential real estate appraisal experience is required
  • Possession of, or ability to obtain, an appropriate State valid driver's license, valid car insurance and access to a vehicle in order to commute and/or conduct site visits
  • Possession of a valid Oregon State Appraiser Registration (bi-annual re-certification required)
  • Ability to pass a criminal background check

Nice To Haves

  • Advanced knowledge of the principles, practices, and procedures of residential property appraisal
  • Understanding and familiarity with all levels of the Property Value Appeal process in Oregon
  • Ability to make written and oral appraisal communications to defend property valuations at all levels of the Appeal process
  • Working knowledge of farm & forest use, floating properties, manufactured homes, condominiums and small tract land valuations
  • Working knowledge of building architecture, skilled at reading blueprints, and ability to understand construction components
  • Thorough knowledge of the application of Department of Revenue (DOR) market-related cost approach to mass appraisal and the DOR's classification system application
  • Working knowledge of industry-standard mass appraisal practices and procedures
  • Ability to enter accurate appraisal inspections in a CAMA system
  • Ability to research multiple internet platforms as well as onsite visits to gather required information to make informed appraisal decisions
  • Experience working in collaboration on project/program teams including: New Construction/Demolition, Divisions & Plats and Special Programs

Responsibilities

  • Analysis of sales, income information, and other appraisal data on residential, small commercial, multi-family property, vacant land and small tract properties for use in sales studies and for use in market value appraisals.
  • Analysis of properties/neighborhoods to determine influences affecting value, such as zoning regulations, functional/external obsolescence, and market preferences for use in the improvement of the County’s Computer Assisted Mass Appraisal (CAMA) model.
  • Inspecting improved property to determine use, condition and construction information; measure buildings and interpret blueprints to prepare scale drawings.
  • Determining property's highest and best use.
  • Performing field audits to review value changes and audit reports.
  • Making value estimates using sales comparison, and/or cost approaches, where applicable; correlate land value estimates with indicated values of the improvements to arrive at an estimated market value of the property.
  • Conferring with property owners or their representatives regarding assessed values and related assessment issues; explain rights and procedures.
  • Preparing narrative appraisal reports for and testify at the Property Value Appeals Board, Department of Revenue and Tax Court Hearings.
