About The Position

The Resident Housing Specialist provides on-site property management and case management to low-income individuals and families within Santa Barbara County. This role involves assisting clients with documentation, coordinating with housing authority staff, clients, and partners, and maintaining office hours Monday through Friday. The position also requires availability during evenings and weekends for property oversight and light cleaning, in exchange for free residence in a designated Site Manager unit. The role is full-time, 62 hours bi-weekly, and benefits-eligible.

Requirements

  • Equivalent to two years of property management experience in a development of no less than 50 units, law enforcement, and property oversight.
  • Two years of responsible work for a social service agency or similar community-based organization.
  • Graduation from high school or GED equivalent with specialized coursework in computer software programs, general accounting, real estate, property management, psychology, or social work, or law enforcement training.
  • Must successfully complete assigned training within six (6) months of employment with a 70% or greater score.
  • Must earn HCV/PBV certification as assigned by management.
  • Knowledge of HOME program eligibility requirements.
  • Knowledge of Code of Civil Procedures relating to Notice/Service requirements.
  • Knowledge of Non-discrimination Laws and Fair Housing compliance; Violence Against Women Act (VAWA).
  • Intermediate to advanced level Microsoft Office (Excel, MS Word, Outlook).
  • Knowledge of Enterprise Income Verification (EIV) System - HUD.
  • Knowledge of YARDI software.
  • Knowledge of California landlord/tenant law.
  • Knowledge of safe use of equipment and proper handling of cleaning supplies.
  • Ability to follow established procedures and recommend improved processes.
  • Ability to understand and follow regulations and procedures.
  • Ability to clearly explain Housing Authority programs, procedures, and activities.
  • Ability to listen without judgment.
  • Ability to work with minimum day-to-day supervision.
  • Ability to prioritize tasks and organize work assignments to ensure timely completion of projects.
  • Ability to work well under pressure in stressful, deadline-driven situations.
  • Must meet household composition requirement for residence in unit and meet all requirements of position.
  • Ability and continued eligibility to live on site in designated unit and to be available and present to assure security and upkeep.

Responsibilities

  • Perform property management functions including move-in/move-out inspections, lease enforcement, mitigating neighbor-to-neighbor disputes, serving termination notices, and performing housekeeping inspections.
  • Respond to allegations such as drug-related criminal activity, threats to health or safety, gang activity, violent criminal activity, sexual offenses, fraud, income discrepancies, and household composition violations. Attend informal hearings related to these allegations.
  • Monitor the complex regularly and report observations to housing management.
  • Report emergencies to local fire, police, and/or Sheriff departments and contact the Housing Manager immediately.
  • Maintain an observation log and regularly monitor a surveillance system.
  • Stay familiar with current U.S. Department of Housing and Urban Development (HUD) Federal Regulations related to government-subsidized rental assistance programs.
  • Refer sensitive and highly complex issues to the housing manager for resolution.
  • Collaborate with community agencies to ensure residents receive necessary supportive services. Assist clients in obtaining program assistance paperwork and notify supportive services of resident needs.
  • Review data, evaluate rules and regulations, and determine client eligibility for program assistance. Review client intake files for accuracy and completeness and process as needed.
  • Conduct initial eligibility certifications and re-certifications.
  • Respond to inquiries, phone calls, correspondence, and email in a timely manner.
  • Coordinate with the Housing Quality Inspections (HQS) team for timely inspections.
  • Inspect fire extinguishers/Narcan boxes and first aid kits, conduct safety drills, document as required, and notify the safety coordinator.
  • Maintain proper maintenance of client files and computer records according to HUD regulations and HACSB policies and procedures, including renewing contracts for HCV housing participants.
  • Issue parking citations.
  • Notify the resident services department and Housing Manager of observed resident needs.
  • Mediate and facilitate resolution to tenant complaints.
  • Perform cleaning and litter removal in common areas, including exterior grounds, community rooms, laundry facilities, computer rooms, and bike storage.
  • Call in work orders to maintenance staff for observed maintenance issues.
  • Meet with contractors, maintenance, and housing staff to discuss unit and/or resident issues.
  • Ensure effective communication with resident groups through meetings, training, newsletters, and flyers.
  • Prepare community center for resident activities, ensuring the facility is clean and secure afterward; attend resident meetings.
  • Serve as the point of contact for emergency on-call maintenance.
  • May be required to serve 3- or 14-day notices to Pay or Quit and testify that notice was served.
  • Travel to outer offices as needed.
  • Fulfill obligations as a designated disaster service worker (DSW) by signing the California Loyalty Oath.
