About The Position

Reporting to the DCAMM Project Manager during Construction, this Resident Engineer/Clerk of the Works is responsible for on-site observations and daily reporting on progress, as well as monitoring and coordinating testing and inspection services full-time during the construction phase. Communicate and collaborate with the Owner/Architect/OPM team to ensure project integrity and a high-quality work product that consistently meets or exceeds the project’s contract documents, drawings, and specifications. Maintain records at the OPM’s on-site field office, including but not limited to written and electronic correspondence, contract documents, change orders, change directives, reports, shop drawings, project data, and samples. Requirements

  • Knowledge of field construction project management is typically acquired by a Bachelor’s degree in a related field and 5+ years’ experience providing Resident Engineer/Clerk of the Works project support, or 15+ years of field experience on construction projects.
  • Demonstrated abilities in communications (both verbal and written), multi-tasking with a high degree of accuracy, and judgment
  • Demonstrated proficiency with Microsoft Word, Excel, and Outlook
  • Working knowledge of E-Builder or the ability to learn.
  • Demonstrated record of timely job performance in support of the normally expected construction work hours.
  • Ability to pass a CORI and background check is required.
  • Standing or sitting for long periods
  • Must be able to lift up to 15 pounds at times and spend extended hours in front of a computer screen.

  • Ability to read and interpret text online or in printed form.

Nice To Haves

  • Similar project experience is highly desirable.
  • Direct construction trade experience or knowledge is beneficial.
  • Prior municipal/public works project experience helpful.

Responsibilities

  • Perform full-time on-site observation of construction activities to monitor progress, quality, and general conformance with contract documents, drawings, and specifications
  • Identify and document deficiencies, non-conforming work, and potential risks; communicate findings to the Project Manager and project team
  • Track contractor daily activities, manpower, equipment, and site conditions
  • Prepare and maintain detailed daily reports documenting site activities, progress, issues, weather conditions, and workforce presence
  • Maintain organized project records at the field office, including correspondence, submittals, RFIs, change orders, and inspection logs
  • Support accurate and timely documentation for project tracking, audit readiness, and dispute avoidance
  • Serve as a key on-site liaison between the Owner, Architect/Engineer, OPM, and Contractor
  • Attend and support project meetings, including progress meetings, coordination meetings, and site walks
  • Communicate project status, concerns, and updates clearly and consistently to stakeholders
  • Coordinate and monitor third-party testing and inspection services to ensure compliance with project requirements
  • Verify that required inspections are completed and properly documented
  • Support the enforcement of safety standards, regulatory requirements, and contract compliance
  • Monitor construction progress against the project schedule and report variances or delays
  • Assist in identifying potential impacts to the schedule and support mitigation discussions
  • Track completion of key milestones and critical activities
  • Assist in the review and documentation of change orders and field directives
  • Track field changes and support validation of scope adjustments relative to contract requirements
  • Provide field input to support evaluation of cost and schedule impacts
