About The Position

The Development Economics (DEC) Vice Presidency is the primary hub of the World Bank's knowledge system, serving member countries and the Bank in generating, absorbing, disseminating, and utilizing knowledge for economic development and poverty reduction. DEC seeks to increase understanding of development policies and programs by providing intellectual leadership and analytical services. The Development Economics Planet (DECPT) unit within DECRG provides intellectual leadership, technical assistance, and substantive advice on agriculture, environmental management, climate change, and infrastructure. The Land Team within DECRG conducts research, analytical work, and policy dialogue on land governance and supports operational teams in designing and evaluating interventions to improve land rights security, market operations, and land use.

Requirements

  • PhD in economics or related discipline
  • Track record of economic research on Ukraine
  • Strong analytical skills and familiarity with literature on impact evaluation
  • Demonstrated ability to work with survey, administrative, and geospatial data
  • Pipeline of journal publications or publishable work in progress
  • Strong communication and presentation skills; proven ability to communicate effectively with policy makers

Nice To Haves

  • Familiarity with EU agricultural policy frameworks and statistics is an advantage
  • Familiarity with the literature on land tenure, institutions, and markets

Responsibilities

  • Support the unit's research program in Ukraine in four areas: improving agricultural production statistics using administrative and remotely sensed data, deepening research on market power in agricultural land markets, supporting mass valuation of agricultural and urban land, and supporting efforts to increase farmers' access to credit, insurance, and secured output markets.
  • Implement all aspects of the Geospatial Aid Application (GSA) pilot and establishment of a functioning Land Parcel Identification System (LPIS) and Integrated Administration and Control System (IACS) in Ukraine, in coordination with the European Commission's Joint Research Centre (JRC).
  • Support the Ministry of Economy, Environment and Agriculture's (MEEA's) efforts to maintain and expand the State Agrarian Registry (SAR) to comply with EU regulations.
  • Maintain dialogue with agencies responsible for the State Land Cadaster and the Registry of Rights regarding API-based data access for monitoring information.
  • Support any other tasks assigned by the Task Team Leader (TTL).
