About The Position

The Development Economics (DEC) Vice Presidency is the primary hub of the World Bank's knowledge system, serving member countries and the Bank in generating, absorbing, disseminating, and utilizing knowledge for economic development and poverty reduction. DEC seeks to increase understanding of development policies and programs by providing intellectual leadership and analytical services. The Development Economics Planet (DECPT) unit complements other units within DECRG to provide intellectual leadership, technical assistance, and substantive advice on agriculture, environmental management, climate, infrastructure, and urbanization. Within DECRG, the Land Team conducts research, analytical work, and policy dialogue on land rights, markets, and use, as well as property taxation and public service delivery. It supports the collection of data on the regulatory and institutional environment governing land rights and land use to advise client countries and operational teams. It also supports operational teams in designing and evaluating interventions to document land rights and use this data to improve the operation of land and financial markets, own-source revenue generation, public service delivery, and land use.

Requirements

  • PhD in economics or related discipline
  • Track record of economic research
  • Strong analytical skills and familiarity with literature on impact evaluation
  • Familiarity with the literature on land tenure, institutions, and markets
  • Demonstrated ability to work with survey, administrative, and geospatial data
  • Pipeline of journal publications or publishable work in progress
  • Strong communication and presentation skills
  • Proven ability to communicate effectively with policy makers

Nice To Haves

  • Experience with research in Ethiopia related to land markets or access to finance is an advantage

Responsibilities

  • Support the unit's research program by assisting with the implementation of impact evaluations of innovative programs that aim to use farmer and land registries to improve productivity of land use, effectiveness of public support, and land value capture.
  • Facilitate learning across regions and countries, drawing out implications for other regions and operational approaches to allow for lesson learning across countries.
  • Support the generation and analysis of global spatial and institutional data to help increase resilience, inform the design of policy reforms, and measure institutional effectiveness.
  • Provide input into analytical products that will inform Bank lending.
  • Link data generation and analysis to ways of monitoring and evaluating impacts that can result in research products and generate support for such research products within the Bank and beyond.
