About The Position

The Division of Behavioral Health is seeking a dynamic individual passionate about technical research and data analysis that directly informs programs and policies supporting vulnerable Alaskans. In this role, you will perform complex research and gather statistical information from a variety of datasets to support the Division's policy research, development of reporting metrics for state and federal requirements, and conduct programmatic evaluation of grant-funded services. You will be responsible for developing, analyzing, and recommending improvements to research and analysis methodologies, preparing technical reports, and maintaining project documentation to support section-wide management activities using a variety of software/tools such as Power Bi, SPSS, SAS, R SQL, and/or Tableau. Requirements

  • Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry, including study design, collection, analysis, and interpretation of data; and the reporting of results.
  • Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
  • Knowledge of scientific principles, methods, and tools of basic and applied research used to conduct a systematic inquiry into a subject matter area.
  • Uses information technology in accessing, collecting, analyzing, maintaining, and disseminating data and information.
  • Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
  • Proficiency in one of the three programming languages commonly used for data analysis (R, SQL, etc.) demonstrated through a technical writing sample.
  • Education and/or experience that provided competencies in Analysis and Assessment, Problem Solving, and Technical Competence.
  • For Research Analyst 1: Education and/or experience that included research or statistical analysis.
  • For Research Analyst 2: Education and/or progressively responsible experience that included investigative research or statistical analysis.
  • For Research Analyst 3: Education and/or progressively responsible professional experience that included investigative research or statistical analysis.

Nice To Haves

  • Proficiency in Power Bi, SPSS, SAS, R SQL, and/or Tableau.
  • Knowledge of behavioral health systems, programs, and policies.
  • Experience with grant-funded services evaluation.
  • Experience with state and federal reporting requirements.
