About The Position

JVS is a non-profit, non-sectarian agency committed to empowering individuals from diverse communities to find employment and build careers, and to partnering with employers to hire, develop, and retain productive workforces. JVS offers a range of services including adult education, skills training, job readiness training, job placement and support, and access to post-secondary education. The MassHire Downtown Boston seeks a RESEA (Reemployment Services and Eligibility Assessment) Bilingual Career Navigator to provide innovative, customer-focused, and technology-driven career services to job seekers through the One Stop Career Center. The Bilingual Career Navigator will assist job seekers receiving Unemployment Insurance Benefits, ensuring their compliance with program requirements for benefit continuation. This role also involves facilitating the Career Center Seminar and other workshops, utilizing best practices in adult education and training. This is a hybrid position requiring onsite work at 75 Federal Street, Boston, MA, offsite work at partner locations in the Boston region, and remote work from home.

Requirements

  • Bilingual is required. Preferably one or more of these languages: Haitian Creole, Vietnamese, French, Italian, Portuguese, Arabic, or Russian.
  • Associate’s degree plus two years of hands-on experience and/or training in areas such as career counseling, case management, recruitment, education, coaching, or counseling; alternatively, a comparable blend of education, training, and practical experience.
  • Advanced computer and technology competency required.
  • Previous experience with Microsoft Office Suite, Outlook, SharePoint, Teams, and Zoom required.
  • Excellent organizational and communication (written and verbal) skills.
  • Exceptional interpersonal and relationship-building skills to effectively engage with diverse individuals (including staff, clients, and stakeholders).
  • Demonstrated ability to work with individuals from culturally and linguistically diverse backgrounds.

Responsibilities

  • Lead web-based Career Center Seminar weekly.
  • Co-lead educational webinars on topics such as career exploration, networking, resumes, cover letters, LinkedIn, interviewing, and negotiation.
  • Facilitate workshops using engaging techniques, leveraging technology for participant interaction.
  • Facilitate mandatory meetings with claimants to verify program eligibility and compliance, documenting interactions according to guidelines.
  • Review client-submitted materials, providing feedback to resolve discrepancies and ensure adherence to reemployment standards.
  • Conduct individualized coaching sessions for clients from diverse backgrounds.
  • Advise clients on all aspects of the job search process.
  • Assist clients in navigating and overcoming employment barriers.
  • Empower clients to articulate their unique skills and value propositions.
  • Equip clients with knowledge and resources to stand out to potential employers.
  • Identify clients' needs and direct them to appropriate resources.
  • Respond to incoming calls and voicemails, answering RESEA customer inquiries and providing guidance on program completion.
  • Assist RESEA clients in-person at the Resource Center with program inquiries and guidance.
  • Maintain accurate, detailed notes and records in the Massachusetts One-Stop Employment System (MOSES) database and internal Excel Spreadsheets.
  • Understand RESEA program requirements and their connection with the Department of Unemployment Assistance.
  • Foster strong relationships with clients, team members, employers, training providers, and community-based organizations.
  • Actively promote the mission and philosophy of JVS/MassHire and collaborate with partner agencies.
  • Perform general administrative tasks and special projects as requested by management.
  • Maintain a high level of productivity and professional focus while managing a demanding schedule.
  • Learn and apply knowledge of local and national labor market trends to assist job seekers.
  • Participate in meetings and planning sessions with JVS MassHire staff to monitor services and implement strategies for improvement.
  • Establish, track, and meet program dashboard indicators using the MOSES platform.
  • Serve and refer customers in accordance with One-Stop Career Center requirements, ensuring services are based on individual customer goals.
  • Work effectively with staff to ensure appropriate referrals to services and employment opportunities.
  • Attend and actively contribute to staff meetings and team initiatives.
  • Understand and implement policies and best practices from the Massachusetts One-Stop Career Center Charter.
  • Communicate effectively, both verbally and in written form, with compassion and professionalism.
  • Exercise discretion in handling confidential information.
  • Participate in meetings, in-service training, team-based projects, and committees.
  • Communicate regularly with the Supervisor to ensure smooth delivery of community relations services.
  • Perform other duties as assigned.
